ok so let me get this straight the state put s limit on how much water the town can draw from the Concord river every day the state limits the town to 65 gallons per person, even though Elsie ave was under water a few weeks ago! but the state has no problem forcing 500 criminals on the town of Billerica, answer this will the inmates be bring their own water with them? will they not be taking showers and washing? and are they going to be using an outhouse? because by state decree the town of Billerica does not have enough water!! i hope that will also mean no more sec8 over-developments!
