these people have severd there time. be a parent be vigelant keep you eye on your kid BE A PARENT AND TAKE RESONABLITY FOR YOU CHILDREN./ Be a part of you child life. there are more thing in life then making new rule and laws sooner or later they will make a rule or law taking christmas away there are more than enought tools to keep your kids safe I dont need no law to tell me how to do this End the whitch hunt

I don't think sex offenders SHOULD be allowed to pass out candy on Halloween, I don't care if they HAVE "done their time". They aren't supposed to be around kids at all, Halloween should be no different.
If they want the right to participate in the holiday, they shouldn't have done whatever horrible thing it was they did in the first place.
To sue over it is ridiculous (this lawsuit should get kicked out of court!), if it were up to me, there'd be a lot harsher penalty for they've done than being unable to pass out candy to the little kids they'd like to prey on.

If you had any brain at all you would know that 75% of registered sex offenders were teens themselves when the incident happened.most registered sex offenders have to register for statutory rape..which is sex with a minor..and most of those cases were 18 year olds sleeping with 15 or 16 year olds, whose parents should have known where they were in the first place. before you go out and automatically say that all sex offenders are predators...you should think about your own teen years and just wonder...hmmm.....i'm one too huh? get your stuff straight before you speak..moron!!!

Hey "Jeffy" - have you ever seen the T.V. show "To Catch a Predator", if not, maybe you should have your brain watch that. Also, have you ever been molested or sexually assaulted as a child, if not, you should walk in the shoes of the children who have. It is horrible and something they struggle with most of there life. It changes there lives forever. Could you imagine as a child your grandfather, grandmother, mom or dad touching, etc. you for God only knows how long. Playing Dr. as kids is one thing - I don't care if it is only 25%- it is 25% too many who have ruined the lives of the innocent.

racer...dont get me wrong...i completely agree that the pedophile 25% of the registered sex offenders out there should have to obide by the new law...but what about the others? the ones who, at age 18 made a mistake and didnt card. or were just being stupid kids and didnt think it would matter...lesson learned...does that make every 18 year old that has sex with a 16 year old a pedophile? Or does it show how much parents are not involved in their kids lives? I have 2 sons, and i know what they are doing every minute of every day...it's not that hard to do. just talk to them and BE A PARENT. I have a very open and loving relationship with my kids , and they have no problem talking to me about their problems or asking me questions..granted, you cannot be there with them at all times, but i trust that they will make the right decisions when a situation happens like that..to end this, I would like to say that we need to come up with a way to classify sex offenders..from pedophiles, to statutory rape, to peeing in public..can you really say these people are all the same? I honestly say "NO" you cannot.

As a Mother of abused children (their Father) and the wife of a RSO (not their Father), I see both sides of this coin. This new law is ridiculous! Where do they get their all too opinionated ideas anyway? Does this mean that people that are convicted of DWI are to be confined on New Years Eve? Of course not. But wouldn't you feel safer knowing they were not on the road? Are those who have been convicted of killing someone persecuted the rest of their lives? Of course not. But wouldn't you want to know if your neighbor killed someone? Are those who are convicted of selling drugs forced to disclose their addresses to the public? Of course not. But wouldn't you like to know that your neighbor is know for selling drugs or making Meth? So what makes RSO deserve different treatment? For those who have been convicted of a crime, deservedly or not, and did their time AND parole/probation without any further incident - just where does it end? It doesn't! Someone who is convicted of far lesser things then consentual sex with a minor are placed on the Registered Offender List, never to be removed. How many RSO's would we have in this country if everyone who had ever Mooned someone were placed on that list? Well here's news for you, if they were caught and convicted for Mooning they ARE on that list! While I agree there needs to be enforcement for habitual, repeated, or offenders using deadly force I do not believe that ALL RSO's should spend the rest of their lives being persecuted. Nor should the families of these RSO's, and the ridiculous Halloween law, among others, do just that. They are not guilty of anything, but are forced to live where others say they can, and now they want us to stick a sign in our yard saying our Mother/Father/Brother/Sister/D aughter/Son did something for which they paid their time but hey go ahead and persecute us for it too! Don;t get me wrong, I do think they need to be held accountable for their crime, but isn't time served enough? After which there is probation, so why not say if they did their time and probation, then did not offend again for a certain length of time, that they be removed from the RSO list? After all Murders are set free after time served! Just my opinion, but non the less and equally deserved opinion!

This law and lawsuit shouldnt be about the candy part of this new law. I as a female S.O. in MO -underage teenage intercourse...am not happy about this law for the reason of FURTHER setting us out for the world to harrass. Not allowing us to pass out candy or take our kids trick or treating is fine - that will not kill anyone. Dont make us put a sign on our door that just invites us to get our houses egged, or worse. People know that when a light if off that you dont go to that door. That rule should apply.

repeat offenders...too many of them...and the law should state that child molestors and rapers should NEVER come in contact with a child EVER again...and if that means they can't hand out candy, go to the zoo, disneyland, or what have you, then so be it! the sick f@#ks should rot in hell!!! on the other hand, the 18 year old caught sleeping with his/her girl/boyfriend should be on some other kind of restriction, as their "crime" did not harm another", mooning and peeing in public should be classified as indecent exposure...
Both Sides...did i read that right that your children were abused and you are now married to a registered sex offender??? if that is what you meant you are crazy and i sure hope your children were taken away from you...if i read that wrong, my apologies.

Until there are different levels...and even after people will still group all sex offenders together as horrible Michael Devlin like monsters. Most people dont take the time to ask what happened. They automatically assume the worst

This law is too general. If the RSO is at work between the times listed, they still have to post the sign and turn off their lights. My husband is a RSO and will be at work that day. The local sheriffs department and the highway patrol said he could still get in trouble if I pass out candy. This is an infringement on my rights. That's not right!

Yes, SHocked you did read that right. But you like others are not asking the reason for being on that RSO list! Uninformed opinion is what you just gave! He would fall under the category of indecent exposure, and NO they did not take my children away. Actually, my kids LOVE their stepdad to pieces! Wake up and join the REAL world!

god...maybe we should make them stay inside when the circus is in town too...or tell them they cant have christmas too...or...maybe they should all have to run anytime the girlscouts are coming...or not let them even breath...jesus missouri...come the F**K on....we have better things to spend our hard earned tax money on...if they are that much of a threat...dont let them out!!! In fact...they have a system set up for those offenders that are that much of a risk. it's called being civilly commited...so..put that in your republican pipe and smoke it!!!

This is really not about whether sex offenders can pass out candy - it is about unlawful detaining someone in their home and not allowing them to go somewhere Halloween. Yes, I know they can ask permission but isn't that trodding on their rights. My son already has served his probation and has not had any problems in the last 5 years. He watches himself, his friends (yes he does have friends) watches him to make sure he does not have even the hint of a possibility of being accused of anything. I would like to hear what the statistics are concerning sex offenders offending against any child on halloween. If parents will oversee their children instead of sending them out on their own, they will be assured nothing will happen

Hey you don't know nothing about kids who have hard time with their life. That is not their fault, its parents' fault!! NEVER absolve on them, blame on parents who is not teach them right way. if they were doing wrong then they need to ground themthan call them rap or sex offender. I looked at kids who have a 1 level sex offender, take program to help them get better. I bet 100 percents never happen again. you are disgust what you said those things, its making me so sad.

You make no sense at all. And I do know a lot about kids with hard lives...I have worked with abused and neglected children for quite a while. In no way did I EVER blame a child for being raped or sexually abused. AND if the parent wasn't the abuser, it is NOT the parents fault either! It is the fault of the abuser, rapist, molester, or sicko!!! What planet are you from? Do you think these children asked for this and should be punished? Your ignorance disgusts me so much I could puke!

AMEN to that! Straying away from the rights or non rights of RSO's, this law infringes on MY rights as a non offender and my grandchildrens' rights to Trick or Treat at Gramma's house! I turned 53 today and have not been "grounded" since I was in high school, and don't think I should be now. Especially since I did nothing wrong. And not only am I grounded, but our local "friendly" Sheriff's Dept. will be visiting the house of every RSO on Halloween! Wonder how that will look to the neighborhood? Who needs a sign?

And foot note to Shocked - the Father who offended mine and his children never did a day in jail for what he did. Lack of evidence they said 15 years later. Maybe he lives next door to you?!? And I would lay money on the fact that there are alot more offenders NOT on the RSO list, than there are ON the list! Just food for thought!

Both Sides- I can assure you that he does not live next door to me. I know all my neighbors very well, I know who is on the list for the entire county and where they live & what they drive and if/where they work! I also have my eye out for anyone of any age that may be a threat to me, my family, or anyone else for that matter! Perverts, molesters, rapists, child porn freaks, sickos, child abusers, drug addicts/dealers and the such should rot in hell! Someone touches one of MY children or looks at them in the wrong way and they will WISH they were in hell after I'm done with them!

Why did it take 15 years for anyone to decide if that a$$hole should do jail time???
