A lot of job applicants shouldn't have to go through a credit check. Why do you think people are working/applying for a job in the first place? They need money, not because of bad credit but they need money to live.
On the other hand if you are going to manage large budgets/sums of money or expensive product for a company it behooves them to check someone's credit.
I hate to say it but many with bad credit are NOT a victim of a sudden illness or job loss. And credit can be a good indicator, repeat 'a' good indicator of management skills and character. One might say many with big financial trouble like bad credit would be more likely to steal if they have access to money or product.
This issue is not as clear cut as it seems because many with bad credit including bankruptcies are not necessarily a victim. There are people that got caught off guard with sudden catastrophic events. But there are others that can't or won't learn to balance their own check book or control their own spending.
