Why can the Cardinals win many World Series but not the Cubs?

Why is it that the Chicago Cubs, with a city of 3 million people, haven't won a World series in over 100 years and St. Louis, a city of 300,000 people, wins a World Series every few years?
Isn't this felt to be disgraceful to the sheeple of Illinois?
I'm from New York, where we win a World Series every couple of years, so I am wondering.
Is the problem in Chicago due to the fact that the people are corrupt and keep electing corrupt politicians?
Is this the mind set? Is your baseball team as corrupt and incompetent as your politicians?
Just wondering...is there a link between political corruption and baseball failure? You guys have both, in spades.
