If you are a registered voter in Bullhead City, or you know one, write in "Frank Costigan" on election day March 8. Frank is a former cop/fireman, including police chief for LAX. He's never been afraid to stand up to corruption or expose the truth, and will fight to end government waste such as the red light cameras and "good ole boy" backdoor deals. If you believe Bullhead City needs change, write in "Frank Costigan" on March 8.

Is this the same guy who was arrested on February 19, 1986 by the Los Angeles Police Dept. for embezzlement following a 16-month investigation into charges of corruption in the LAX Police Dept? Wasn't he chief for less than a year? How do these two things qualify him to be BHC Mayor? Sounds like just more of the same good ol' boy network to me. Oh yea! He did see a UFO too, a crashed one!... Great! Just what this area needs, a cop who gets accused of stealing things from his job and then gets away in a UFO! I wonder if we have an extradition agreement with Centurian III in the Omira Constilation

Deputy Dist. Atty. Lawrence W. Mason filed two felony charges of embezzlement of public funds and one charge of alteration of a public record against Costigan on Tuesday after Los Angeles Police Department's Internal Affairs Division officers arrested Costigan at his Inglewood security consultant office.

I am a volunteer helping Frank with his campaign. He asked me to answer the question regarding what qualifies him to be mayor of Bullhead City:

"Honesty, no political baggage or debts. I administered a $200 million budget, had direct supervision over 1,000-plus city employees in Los Angeles. I coordinated the operations of 45 million passengers coming through LAX annually. I administered a 339-member police agency. I coordinated safety and security for the 1985 Olympics. Also CA state POST coordinator for anti-terrorist and aviation safety training. "

Speaking as someone who knows him, I would have to add that he's not corruptible.

He's one of the people, still works hard everyday to bring the truth to light, and he believes elected leaders should not only listen to their constituents but show them respect.

Getting back to this embezzlement case that people have been insisting on bringing up: Books have been written about LAPD Cheif Darryl Gates' campaign to bring down Costigan around the time of the 1984 Olympics. Why did Gates despise Costigan? Because Frank told the truth to the media. Gates had more than 20 internal affairs detectives watching Costigan for 16 months, spending $1.5 million on an investigation over a $1,500 receipt. That's ALL Gates could muster up? Gates was highly embarrassed by the outcome (Costigan's acquittal). The LA City Council wanted Costigan to replace Gates. Gates kept a file on Costigan several FEET long.
Frank also performed PIO duties, had 14 city attorneys on staff, full-time, coordinated 30-plus federal/state/county/local agencies ... Frank coordinated more emergencies, fire, polic...e, safety and terrorism/bomb threats, anti-skyjacking issues per month than the entire Tri-state region does in several years.
Frank was TOO BUSY to be corrupt! LOL ... Even in retirement, he works his butt off, for free, for the truth.

Can you please list the titles of these books? I haven't been able to locate them by searching for the individuals you name.

Daryl Gates was chief of the Los Angeles Police Department from 1978 to 1992. He died recently.
Frank was supt. of operations and chief of LAX police from 1978 to 1985. He worked at Ontario CA Int'l Airport from 85 to 86.
Here's one of the book titles you asked for:
"L.A. Secret Police: Inside the LAPD Elite Spy Network," by Ivan G. Goldman and Mike Rothmiller
This book was No. 1 on the NYT best-seller list in 1992.
There are other books, will get you exact titles as soon as I can.

"LA Justice" by Robert Vernon
Stories in the books relate in different ways to Costigan. The use of his name is largely avoided for political threat reasons.
The "Secret Police" book really damns Gates.
Vernon's book gets into the "outsider threat". The "new chief" in his books is Costigan. Book talks about need to discredit front-runners after LA City Council raised LAX chief as possible replacement for Gates -- while Gates was still on the job.

This guy is a liar and a loser. Send him back to California. You don't unseat a popular Mayor by throwing mud around and being a "write in" hopeful. He is just a "wanna-be" trying to make a name for himself, which he may accomplish, but it won't be the name "Mayor".....lol. The people of Bullhead are NOT stupid. They will see right through this guy. He will get himself in the record book for being a candidate who received the LEAST votes ever.

Popular mayor? What have you been smoking? The Daily News had a poll asking readers if they were happy with the current mayor/council and about 66 percent said no, definitely NOT happy with Jack and Co. And that paper is heavily influenced by Bullhead City officials.
Furthermore, why would anyone want to "make a name for himself" in a SHITHOLE like Bullhead City? Seems to me that Costigan is just wanting to make things a little better for the people who are kind enough to pay taxes and keep this podunk corner of Arizona going.
No, Costigan may not win but he'll get some votes. He doesn't have a HUGE bankroll like Hakim; Costigan's living on social security as he used up his retirement during treatment for cancer some years ago. Who knows, he might win anyway despite running a "shoe-string" campaign. More and more write-in candidates across the USA have been winning lately.

Ya gotta laugh at "wannabe."
Frank Costigan is 70 years old. He's been there and done that. Anyone who listens to him on the radio for more than 10 minutes knows it. Just Google-ing the man's name isn't going to get you very far.
The latest in his long list of accomplishments?
Frank was the plaintiff in the case vs. Mohave County to get the animal ordinance on the ballot.
If you are a voter and an animal lover in Mohave County, YOU can thank Frank Costigan (along with many other hard-working people) for fighting to get this to a vote.

I will not vote for anyone that supports "imploding" the power plant in Laughlin. That shows me that they don't care about the voters or their health. That power plant is over 40 years old. Think of all that's built up in those stacks after all those years not to mention the asbestos alone. Do you know what Frank said? "I hope it's not windy that day"!

I see you live in Golden Valley and are not aware of what has been going on in Bullhead. Bullhead City needs a real leader who is not in this cronyism corrupt system Hakim stands for. Thanks for the interest in our city but Hakim needs to go.

After searching I found the books from your post

"LA Secret Police" ...
"Chief: My Life in the LAPD"
"LA Justice"

I read them all, cover to cover, and not surprisingly, didn't find a single passage that I could make relate to Frank Costigan.

To say that these books were "written about LAPD Chief Darryl (sic) Gates' campaign to bring down Costigan" is nothing but pure fabrication. It isn't that "The use of his name is largely avoided...", his name is nowhere in any of these books.

Sorry, it isn't that you fell short of the mark with this one, you missed it all together.

The LAX Airport Police had no attorneys assigned on their staff in 1984-85. Or in 2011. Or 1756. Ever. The budget for Airport Police in 1984-86 was nowhere close to $200 million. Costigan cannot produce a single fact, document, witness, reference to any jealousy by Gates, plot by Gates or City Council plan to replace Gates with Costigan. There are no books whatsoever that mention any of that. Costigan will probably claim "pseudonym" or fear of reprisals - yet all sorts of other real names will be in print without fear of anything.
Costigan was a firefighter who became a "Safety Officer" at Ontario Airport. Essentially, in those days, they were firemen with guns. He became a sergeant of airport police at LAX in 1978. He left that in 1981 and went into airport operations, which is not a police job and does not, despite what Frank will claim, supervise the police. So - about two years of actual police experience. He became Chief in late 1983, served 9 months, did not pass probation because of the investigation. He reverted to Operations, this time at ONT.
Costigan claims to be the "Retired Chief of Police" from LAX. Ask him to produce his retired police ID. Listen for the creative BS as he explains why he does not have one. Truth is he does not have one because he is not a retired cop of any sort, let alone Chief. He resigned as a civilian, in 1986 when the trial started.
His conviction was for renting cars on the City dime, using a City card to buy gas, then submitting for mileage! EMBEZZLEMENT. He was CONVICTED. He claims it was expunged, but think about it - he also claims that he was "acquitted by a judge." Which is it? Acquittals are not expunged!
About 30 months as a law enforcement officer, ending in disgrace. Oh, almost forgot - he never mentions the administrative charges. True, his criminal conviction was for a misdemeanor. But ask him about fudging overtime, issuing weapons permits and badges to people not entitled to them,favoritism, unauthorized weapon purchases. A manipulating smooth talking looser.

What retirement did he use up? The City of L.A. retirement is for LIFE. Oh, wait. Could it be because he did not actually retire from L.A.? which makes his claims of being a retired police chief...what, exactly?(He can legitimately say that he is a "former police chief." Because he was one. Formerly. For 9 months, not completing his one-year probationary period. That nasty investigation, you know.)

Facts are facts the LA Times covered his arrest, he was a disgrace to the force. We were all please to see him see him go. Besides, who would want a crook as mayor!!!
