I don't think the taxpayers want stupid cops.
If a cop can boost his pension by working a bunch of overtime right before he retires, it would be stupid of him not to do it.
If you don't like it, then elect people who will change the rules.
And Buffalo cops don't live outside the city so much because they are afraid of running into people they arrest. They don't want their kids going to Buffalo schools

All tier 1 NYS employees played that game. I have a friend who retired a number of years ago with a ridiculously high pension using the technics described. Cuomo has since changed the rules to prevent this from happening in the future.
