I want an Anthropologie on Grand Avenue and a Patina for downtown St. Paul. I'd love a Barneys New York in downtown Minneapolis, Uptown or anywhere in town, really.

Here's a thought, give any new retailer that moves into one of these vacant spots a 3 to 5 year city tax holiday so they can establish themselves. Furthermore, we might even even be out of the recession by the time the holiday is over. My guess is you would start getting a fair amount of interest from retailers by doing this.
