More and more communities are making a go of better 'humane' animal services, why can't S.E. Ga follow suit? If places as varied as W.V.,Calif., N.C., and Fl., can have communities that embrace the no-kill principles surely the local counties could try to be open to the ideas.

I say just shoot or poison all the stray cats and dogs. Save on money on trying to feed the animals.
