It's understandable that you find these links disconcerting since they show that Darrell Issa is cherry picking what testimony is being released.
It's predictable that you would avoid addressing that issue since this scandal has been nailed down from the very beginning.

Highlights of IRS Manager’s Testimony: What Issa Doesn’t Want us to Know
The full transcript of the testimony of the IRS manager in charge of the screening unit for 501 c 4 groups was released yesterday in two parts (part one here, part two here) against the wishes of House Oversight Committee Chairman and witch-hunter/fear-monger, Darrell Issa. The testimony speaks for itself so let’s have it do the talking....
I will reference part I only, as the witness is the first one in line in the investigation and knows very little. Issa has started at the beginning where it all began.
Issa is making every effort to get to the ones responsible for targeting the Tea party and the witness was not doing the targeting. All the questionings show the witness very little but does point to someone higher. Why place a dedicated public servant in front of the public.
Lois Learner is the one who needs a good grilling again.

Shows only the info the witness was privy too, which was his emails, a few minutes of his meetings and notes.
According to the Attorneys for the witness, the IRS denied all relevant documents to the investigation. IRS said they would consider a request for a list of items submitted by the Attorneys, the Attorneys said they could not know what documents are relevant to the investigation as the IRS is responsible for determining which documents are relevant.
All info for part I come from approx. 45 emails, a few minutes of meetings and notes.
Pg. 36 and 37 indicate Tea Party filings were categorized all together in order to be consistent about the applications. And this decision was made based on one application, see page 43. The Tea party was classified as a high profile application.
Toward the end of part I, the witness memory starts failing him. He says multiple times,“I do not recall, I do not remember, not to my knowledge, I was not involved in the process, I’m not sure, etc.”
The witness, at the beginning of the Q&A said the Tea Party was not targeted but then toward the end of part I, the witness says they were looking for similar issues in the applications that would indicate a potential Tea Party.
