I couldn't agree with you more that the culture of inner cities is counterproductive and creates a downward spiral - but the answer is to invest more in stopping the spiral, not creating permanent underclass in America.
Let's stop wasting a Trillion Dollars a year on the War Department, and, as our competition does, use the money to build schools, hire teachers and mentors; create a culture that respects and rewards education, training, and achievement; and re-establish an attainable upwardly mobile pathway to a better life.
As for dependency:
Do you ever notice we never worry about the destruction of pensions and the resulting dependency class we've created among the elderly who survive on Social Security, Medicare, and Medicare Part D.
If our attempts to help the sick and poor among those not yet elderly has resulted in unacceptable dependency for them,
then the dependency among the elderly created by the destruction of pensions and union benefits, and lowered incomes, is 100 times worse.
