Israel, and Egypt have a blockade on the sea, west of Gaza. Innocent people would be allowed into Israeli territory to get out of harms way. But then again, how "innocent" are they.
And Jeb followed General Lee without hesitation, until he was a day late and a dollar short with his mission just prior to Gettysburg, a major blunder and reason for the loss in the ensuing battle.

Gen. and Jeb were both wrong, but I still admire them both. But to blame Jeb for the loss at Gettysburg is just one more example of your ignorance. Gen. Lee made a number of mistakes, too.
