Not only is it those that don't pay anything because their taxable income (as calculated via a tax return) is too low, but it also includes people that deal in cash and/or don't report all their income. There are many. Studies have shown this to be a very large amount of untaxed income.

1. All of what you say above is available to all taxpayers.
2. If memory serves correct, the "largest" deduction item utilized by tax payers is the mortgage interest deduction, you don't need a CPA to utilize that, do you? I guess the limiting factor is that one has to have a mortgage to deduct mortgage interest.
