Even then there's so many other factors at play, it's doubtful. More than likely we wouldn't see such a system for another 8 to 10 years. America itself would have to move past this divisive stage we're in with a destructive do-nothing republican party and put the current stage we're in behind us. America is going to have to get smarter. That's going to take some time I think.

As for smarter, with folks like you around, it may take forever.
