Not sure if he's still in the AF or retired, but he's a member of a group called Alce/Talce which stands for Tanker Airlift Control Element.

Answer: TALCE stands for tanker airlift control element. The TALCE is a USAF element under US Transportation Command. It is a mobile C2 organization deployed to support strategic and theater air mobility operations at enroute and in-theater airhead locations. TALCE's operate the airfield to include ramp operations, aircraft parking, and aircraft off-load operations. TALCE's provide on-site management of air mobility operations to include C2, communications, aerial port services, maintenance, security, transportation, weather, intelligence, and other required support operations. TALCE's DO NOT receive and process planeloads of cargo and personnel for onward movement. That is the responsibility of the arrival/departure airfield control group (A/DACG) which is a provisional Army or Marine element created for that purpose.

Investigators shift focus to neighbors of man hurt in bomb blast

VACAVILLE - The investigation into the March 27 bomb blast that seriously injured a Cashel Circle man is now focusing on his neighbors.

The 85-year-old bomb blast victim was released from the hospital over the weekend, police said today.

Police have all but concluded the bomb wrapped in a newspaper was intended for someone else.

'There are strong indications (the man) was not the intended victim but we are not certain,' Lt. Randy Weaver said.

Investigators are currently examining 'several very strong leads,' Weaver said, and are interviewing neighbors and looking into neighbors' backgrounds.

The victim was recently able to provide investigators with a detailed account of the moments leading up to the blast. He was apparently opening up a wrapped newspaper left near the front lawn of his Cashel Circle home when the explosion occurred.

Investigators are also still determining the nature and design of the bomb.

'He is doing better,' Weaver said of the victim.'He is improving day to day.'
