In order to improve the retail situation in Waterford, either hwy.20 or hwy.83 or both need to be rerouted away from downtown. They could be directed South at the point where they intersect just West of the city,(near the Cotton Exchange). Instead of going past the schools, it would be safer if they stayed West of the city. Most of the traffic that travels on those two highways contributes nothing to the downtown retailers but makes it difficult for pedestrians and students with bicycles to negotiate the streets.
