My guess is that much of the property in those neighborhoods is owned by slum lords, who probably are happy with things the way they are, collecting Section 8 vouchers and paying low taxes and nothing in upkeep. They would have to pay more taxes if the area was annexed, and their profits would go down having to comply with city codes.
