INDIANAPOLIS, Ind.(WTHI)- Some recipients of federal aid could be subject to drug testing under a bill before the Indiana House of Representatives.

The bill, which narrowly passed a House committee Wednesday, would require the testing of those who receive Temporary Assistance for Needy Families for themselves or their children. Those who fail their drug tests would have to participate in drug treatment or lose their funding.

The bill’s sponsor, Republican Representative Jud McMillin, said the goal is to help draw people off drugs.

“The goal is clearly to help people,” McMillin said.“A lot of folks look at this and consider it punative … but if you look at this piece of legislation, it actually doesn’t require TANF funds to stop being administered unless somebody fails a drug screen, refuses to go to treatment and is unable to keep themselves clean.”

Other states, like Florida, have passed similar measures. Those laws have drawn criticism and lawsuits from groups like the American Civil Liberties Union, who claim the measures cost states more than they save and infringe on Constitutional rights.

McMillin said this bill is careful to address some of those concerns.

“This bill has been carefully crafted to make sure we take into consideration the 4th Amendment rights of all the individuals and that we’re not violating their rights,” McMillin said.

The bill now moves to the full House for consideration.

Will the live in sperm donors be tested for drugs too?
I vote yes!
If the so called fathers are paying child support as ordered would TANF even be needed?
Will it make a difference?
Who knows.........
I believe the children suffer all the way around.
How much $ goes for smokes, beer and drugs?
I think Jud is finally right about something for once but find it interesting the other elected officials do not wanted to be tested too!

yes drug testing should be a part of any hiring, food stamps, govt programs and sports.

everyone should have to sign wavier that a surpise test can be taken at anytime. I dont want someone that has been doing drugs driving my kid son the bus, fix my food, or anything for me.

I have to test for a job? everyone should have to test for funds, HANDS DOWN!!

If any of you disagree with drug testing for tax based funds. Then you too are part of the problem with this country.

GET A JOB, GET A LIFE SUCK ASS LOOSERS! IF YOU DON'T WORK FOR NOTHING THEN YOU GET NOTHING.

THE SAME SHOULD BE FOR EARNED TAX CREDIT. IF YOU GET WELLFARE YOU SHOULD HAVE YOUR EARNED TAX CREDIT TAKEN.

I know someone in Indy who has 5 kids by 5 diffrent men and non pay support. she get's $14,000 in tax credit, and she gets over $2000. a month for food, along with gas, eletric paid. She does work but why should our tax money, credit her for her laying on her back being a sperm bank.

She should take a durg test just to leave the house everyday.

And she agrees that you should be tested for wellfare.

This has turned out to be much more interesting due to the issues Jud stands for.

When making statements about the lake and drinking while boating he says the DNR should not be able to pull folks over randomly they must have just cause.

When ask about a criminal record he says a person should be able to get theirs expunged.

When ask about drug testing for government workers he says?

It seems to me Jud wants the rules for his drugs of choice and his past skeletons to be lenient while making rules that will not only cost taxpayers a fortune in paying for rehabilitation as well as still providing them with assistant. That is part of this as long as they rehabilitate they can still get help. Also I do believe the children no matter will still get help the parent will just not be entitled same as now with someone who has pass prison time. Anyway the cost of such a law will be almost as staggering as the cost of Obama care. Can we really pay for rehab for 1000's of people who knows more way to conn the system then we have dollars to spend. They will find ways around it just like all the workers who get drug tested and take urine in from someone clean. Good luck on this one.

I think Every working American should be tested for non prescribed drugs at random at least twice a year, The reason I say this is it would catch alot of big shots as well as the small shot users in the work force, there are millions of people just waiting for a chance to take their jobs at any given time. I believe alone would change the way people choose to live their lives ....
And to help cover the cost of this let the working force agree to pay for them and if their found not to have used give it back to them as a bonus but at the same time if found guilty of any type use fire them on the spot and have it in writing they would lose any monies due to them encluding first week pay that is alwas held back in the beginning of their employment , as well as losing any sick days and so forth ...
Take my word for it You would see some big changes in the work place and help put out the drug dealers ....

Issue solved. Like most problems in the civilian world, if we would use military solutions in everyday problems and stop caring about politics, this would be a better country to live in. How to give an unbeatable urine test: Whomever is administering the test, holds the cup and watches the person pee in it, Just like in the military. And as far as cost goes, this is random drug testing. Not all wellfare recipients will be tested. And the ones that do fail will more than likely lose their funds and therefore save the state $. Just a humble U.S. Marine's thought.

If the "testee" is high or has a medical condition like a pee pee problem......
pizz could fly anywhere all over the place on the "tester"!

A nurse does it and she wouldnt hold the cup, she would stand there and watch you do it. And I think if employed people who pay taxes have to put up with random mandatory testing then people getting public assistance should have to as well. Its only fair.

Been there done that carried the pee in warm and tight they can did not watch. Been to the medical office had to take them no one watched me there either. Been on probation no one watch me then sent me in a room stood outside the door so I really don't know where you guys come up with this. I say make them work for it a fair days labor no need to hire more government empolyees to do the jobs opening up. The only ones who will get assistant is the ones who really care and are trying to rise above, the others will run. If I could do it to get and keep jobs these folks can to get and keep free handouts.

I came up with it because I have been watched before. It was at my place of employment. They also put something in the toilet bowl that would make it turn color if you peed in it and had some on your person to put in the cup. You just got lucky.
Personally I dont think your employer should be able to make you get tested unless you appear under the influence of something or have an accident.

I think you are wrong, if you are employeed and they are paying insurance for you to work there then they have every right to drug test you at anytime while you are there working. If you don't have anything to hide then why would you care?

They really stood there and watch you squat and pee in a cup. That is to much folks I don't care who it is that's just to much. Was it a nurse I have never had them come in the room. Where do you work? And what if you cup overflows I mean now I do it right and that cup is not going to hold it if I have been saving up for the test know what I mean. This is creepy to talk about let alone have someone stand there and watch.

smash, if I do not act in an impaired way, why would they have me tested. Its just the principle of the thing. If I did want to smoke a joint on my time its none of their business as long as I come to work straight.

Easy, we never knew when we would or could be tested so we could not study for it like you did. Thats why its called random. And yes, when they first started doing it they had the nurse watch us. Later on they loosened up and now she just stands outside the door.

i wish i would be drug testesd so i could laugh in their faces. if your a happy person, people assume it's because your on drugs. negative pepole suck!!!!

Rep. Jud McMillin, R-Brookville, said his proposal is aimed at helping those with drug abuse problems and improving the home environment for children. The results of the drug test couldn't be used for a criminal investigation, although child welfare authorities would be notified, he said.

Now this is a guy who needs to be tested. What a dumbass. I believe everybody who gets a check from every Government from local to state and federal all need tested and not just the poor. What a bill from an azz in Franklin county.
