How does it take the Police Department this long to attend to a "registered" sex offender? I suspect that if this man served his entire 15 years through 2005 with no early parole, the circumstances of his original trial in 1990 must have been quite extraordinary.
This last complaint of alleged rape, was by all accounts only the latest incident that Sowell has been suspected of over the past 4 years.
I realize that case building and subsequent arrests take time, however, what is the point of having sexual predators register if not for the ability to keep much closer watch? Sadly, now we have not just a single complaint of Rape, but possibly three more victims assaulted and murdered.
This man was a serial offender that it -seems- could have been apprehended much sooner. I am praying for these poor families who have been victims of this mess. I am also praying for our police department to find this man quickly, before he devastates any more families.

The cops can't keep an eye on the rapists and child molesters because the system is bent on registering too many people who are not threats to society: i.e. someone who urinates in public; teenagers who are sexually active, etc. If they would stop this quest to fill these registries and make them useless, then maybe the registries would work and would give the cops more time to focus on the truly dangerous people. And this Adam Walsh bull is only making it worse. The system is just as culpable as the criminals. Things need to change!!! The registries as they are today are useless.

I think ALL sex offenders should be required to have a banner on their hoems or apartments that clearly state they are a sex offender - either child or adult offender or both - with a large picture of them. Get the offender app for your IPhone and see what I mean - they are quietly piushed into your neighborhoods by the powers that be. They should be living in cages - or better yet an islands somewhere with enough food and medical supplies for 75% of them. Let them feel what it is like to be victimized.

this is exactly why sex offenders should never be released from prison. instead of locking up non-violent drug offenders for sixty years. it doesn't makes sense that our country treats drug offenders like murderers and treats sex offenders like shop lifters.
