If you dont put a cap on development, there will be no land to harvest. If the farmers and goverment are serious about the fuel source they need to cap development. Too many acres of great usable farmland is being used to build townhome, and a strip mall on every corner. How many starbucks, Walmarts, Krogers does one little town need.
