State, tribes struggle without extradition pacts

Honesty should compel us to acknowledge that a good part of the difficulty is caused by the bias and unfair treatment shown by previous State administrations toward the Tribes. As Governor, my initial effort would be to work hard for a rapproachment with the Tribes. Any such effort must be done as neighbors and equals. It would be a GOOD NEIGHBOR POLICY.

I think that the Tribes should negotiate with the States like the soverign Nations that they are. The Tribes should put in the extradition agreements provisions that gives them the opportunity to put Native Americans in the jury of the members that they extradite. So they can ensure that their Tribal members get a fair Trial instead of an all White jury that will probably convict them.
