We should be spending the $ on developing an alternate power source for vehicles. The internal combustion, petroleum powered engine is technology from the 1800's. This is the 21st century, and time for change. Electric cars actually run off the coal and natural gas that powers the recharge. Hybrid cars still give petroleum $ to the middle east. There are hydrogen fuel cell vehicles currently on the road, testing the technology. THAT's where the $ should be going. Start with water, finish with water and go wherever you want in between!
