I have noticed a sign at Target reminding people of that law, but if I remember correctly there is a price limit (I think it said up to $20) on it.

When a scanning mistake occurs at the register, consumers should bring it to the attention of the cashier. If a purchaser correctly identifies that a “consumer commodity” item has scanned higher than the price posted on the item, in the advertising circular , or on the shelf, the store must give the consumer one of that item free, up to a value of $20.
If the product scans lower than the posted price and the consumer or the cashier identifies the error, the consumer is entitled to buy one of that item at the lower price.
If necessary, the consumer should take the issue to the service desk or the store manager.
Commodities are food, drug, cosmetics or other items that get “used up” or depleted over time and are meant to be regularly replaced, e.g., a carton of milk, a roll of tin foil, a bottle of aspirin.

"with whom she lost contact right after signing the paperwork"

You mean she didn't know until at least after a YEAR after signing the paperwork that her niece was an ungrateful deadbeat?

Sign the papers and let her get evicted, Beverly! Stop being a victim.
