You don't need a whole institute to figure out the region's economic problems. They're clearcut and include high utility rates from Unitil (as well as other factors like limited highway access). But of course Antonucci serves on Unitil's Board of Directors so this institute of his won't be looking at that, even though "it's that simple".

If it's so damn easy to figure out, why haven't you fixed it?
Biggest problem for Fitchburg to overcome is the sad sack, life hating, negative creeps that live to kill any effort at improvement

Special interest politics.
Focus by state government (which regulates utilities) on people inside 128 - if they're generous inside 495.
Gerrymandering of state electoral districts so a disproportionate number of legislators live in Boston suburbs.(This is why almost all the state transportation $ went to Boston's Big Dig, by the way.)
Fear by most local politicians of taking on the powers that be.
Interlocking directorateships (e.g.,- Fitchburg State College and Unitil).
In a word, power corrupts and absolute power corrupts absolutely.
