The bottom line is, and always has been....Salem MUST have a new source of water.

Yhey do not have the means to build a new plant, because people dont pay thier bills.

The old plant is not able to be fixed.

If you dont like the water plan dig a freaking well. Half the money is now comming from economic stimulus by the way so stop whining.

My understanding is that we could have had funding before for a new water plant, but a previous administration for the town didn't act in time and we lost the money... I believe this may have been during the Ken Yost period, maybe?

Well you are close, they were given a large grant to work on the infastructure and instead they used a large portion of it to build a new dam at dog run, and the rest went POOF!

It was never enough to build a new plant, that is a very expensive venture these days. The size and rate that Salem is loosing population combined with the consistent inability of the residents to even pay the minimal water fee's they were paying makes it absolutely impossible for Salem to get grant money or a loan to build a plant. Clarksburg will end up eating alot of money over time because Salem will not pay, That is why they are bypassing Sun Valley PSD and buying directly from Clarksburg Water Board.

That stimutus money has been comming for the last 9 months. Hasnt made it yet. Sun valley lost the federal money for the salem water line but got it for there sewer line. They were told that they had a cholis, the said sewer line which is being built right now as we write this.

on there part smart move. What was not said in the WBOY report of the 2.1 mjllon dollors valley is holding for us which is a loan. Add the two together, you get 3.9 million dollors salem could owe. We sign the 2.1 million Federy 14 2006. over to sun valley of which they are holding for us. what does this say for us. we could build a water plant for around 4.5 million

You are not even taking into account the federal money, you are pretending it is not in the equation. I think it is the 3.9 milion you speak of. The feds will not give you that grant to build a plant in salem because it does not benefit enough people. It is much mor cost effective to run a pipe from Clarksburg.

If you went that direction and built a plant there when the residents didnt pay thier bills it would just drive the city further into the red and they would never be able to pay the loans. Under this plan they will be stiffing Clarksburg when they dont pay and Clarksburg will be able to write off alot of the people as bad debt because they are below the poverty line. Clarksburg has enough people that do pay thier bill they will still be able to operate while they wait to recieve these subsidies. If it was an independant Salem plant it would probably not be able to afford to operate.
