Downtown overun with kids and homeless

In the last two years it seems as though the downtown area has exploded with rude, loud, obnoxious kids and excessive homeless people. I frequent downtown on a daily basis and can't help but be disturbed on a daily basis. It would be one thing if they were quiet and minded their own business, but they don't. There is a fight almost everyday. They're drinking and doing drugs out in the open. The kids yell and scream at each other and irritate people passing by. Good luck eating outside at the Ale House. The issue has been brought up to the Downtown Association, police department, city council and so on. However, nothing has been done. The homeless problem is deep seated. But as for the kids... Impose a curfew, issue citations, have the cops actually talk to them to find they're drinking.

Does anyone else share my frustration?

I sit at Panama Red as I type this. On the benches outside the Yin Yin, there are about 15 people. One kid with a swastika on his jacket, one kid with a big anarchy sign on his jacket, three kids (maybe 16) drinking Four Loko, a middle-aged man playing guitar and singing very loud, three girls yelling obscenities as parents cover their kid's ears, and an older apparent homeless man asking passing by people for change while his tall can is hidden behind the bench. This isn't a rare sight either, it's a daily sight.

We (myself and other downtown frequenters) call them all the time. Often they just don't respond. Other times they'll roll down K street, stop at the stop sign, peek over, and then roll on. And of course, as soon as the kids see a cop, they all sit down, shut up, hide their alcohol in the bushes, and act like angels.

Personally I find the smokers outside panama bay the only annoyance downtown. I am the mom of a 16 year old and I don't see her or her friends downtown drinking or anything like that. I do see Livermore pd very present downtown and I like that.

When I was growing up there were strict curfew laws--I think 9 pm and loitering laws. Even at parks the cops would cruise by, walk around and "smell the air ". Not sure what the answer is but with all the gangs etc, perhaps the business folks need to regularly complain.

I agree, the trash needs to be taken out. The skater punks, potheads and other lowlife teens who have nothing else in life to do but hang out downtown need to be controlled. They sit on those benches outside Panama and smoke their pot openly! We have such a nice downtown now and these losers are ruining it for everyone. Where the hell are their parents?

Who cares if kids are getting a little rowdy down there? Be glad they have a place to go. When I grew up in this town the downtown had the fun factory and that was it.
By comparison, that's nothing compared to the homeless drinking and pissing down there. It's pretty clear that the City doesn't give a crap about the problem. I understand that there are people who need a hand but they aren't the same ones drinking and pissing all over the place. There was a guy last year who dropped a deuce on a bench in front of a restaurant!!

I agree that the kids need a place to go, but I did drive through downtown last night and there were a lot more than usual hanging out right next to the YinYin, and it just looked trashy. I am not exactly sure what you think the "city" can do about it, this is a police issue, not a city issue. Not all city employee's have police powers. It is a shame that they don't have anywhere to go, but until someone (not the city by the way), opens up a place for kids and homeless men to go, this is going to continue downtown.

By "the city" I meant the police indirectly. They are the same thing. The Police cannot enforce laws or ordinances that do not exist. If you want a curfue (I actually don't), open container law or no loitering law the City must adopt those not the police.

The homeless that are craping up downtown are not going to use shelters or other services. Most of those people I have seen have been there for years and have been getting more aggressive over the last few months.

You can't blame the police if there are no laws for them to enforce.

I care if the kids are getting rowdy. I have two small kids of my own. We have the right to walk in our town w/o obscenities being spoken or drugs being used openly. What message does that send to my kids? And I don't buy the crutch that says we to provide a fun place for them to go. Go make your own fun w/o bothering other people. Get on your bike, skateboard, scooter and go explore. If I had told my parents I was bored and had nothing to do, I would have been buried in chores. It is these kids parents who are to blame. They are not doing their job and raising their children properly.

Livermore doesn't have a curfew because there is no place to take the juvy brats. Unfortuately there are too many parents out there who would rather slide their darling $20 bucks, pat them on the head and tell them to 'have fun and behave' instead of setting guidelines, rules and age appropriate restrictions.

I witnessed some punks about 14 years old trying to start a fight one night with a guy who was simply walking over to the concert in front of the Bankhead one night last summer.

People - watch your friggin' brats!!

Maybe a trip to the police station hancuffed in a cop car to call the parents to come get the kid would open some eyes.. and charge the parents $100 for every hour they are being babysat at the police station..

Back 25+ years ago it was cruising and hanging out in the Burger King parking lot. And the only reason we hung out there is because it was the only place we weren't harassed and herded out. And we had the "skater punks" and "potheads" back then, too. The kids haven't changed. It's those of us that used to be those kids that have grown up and now see how obnoxious we were back then. But anything unlawful should be reported to the police.

And things are just getting started. School ends this week, and then where will all these kids be? Downtown all day long is my bet. There are a LOT more things going on for kids than there were back when I was that age, but you can't force parents to be parents.

With a response like that, sounds like you are on the same level as the people that we are discussing in this forum. But funny you say that anyway, since most of the people I know from Pleasanton come in to Livermore because they can't stand Pleasanton and its dismal downtown area, with overpriced shopping and crappy restaurants.

Good post - but you forgot to add all the losers that hang around Pastime bar - especially during the fair. I have noticed a much stronger urine stench in P-Town than I ever have in Livermore. Also - the extremely LOUD bikers that hang out on Main Street. I gave up trying to enjoy an outside lunch in that town long ago - yuck.

I haven't experienced the problems first hand. My kids are young. I assume most of the trouble is at night and my kids are asleep so I am not downtown much at night. I have not had a problem during the day. I was only responding to your comment that you didn't really care that the kids were acting up or rowdy. Would I call the police? Hell Yes- while standing right in front of the little bastards and dialing away. And providing their descpritions to the police on the phone so in case they want to run. I live in Livermore because I consider it a family town. I won't tolerate little punks taking that from me and my family.
