With the recent election of Fire Board Member STaylor, there will be an appointment made in January to fill the unexpired term for that seat.

The word is, there is a battle brewing on who should be appointed.

Then in April 2011 there is on open election seat coming up and available, it is anticipated that Mr. Ksmallback will again seek re election, but, there are several groups eyeing the position already.

Fire Boards are elected 3 person boards, that control the operation and taxing authority of that given state chartered district. Those Board positons are paying positions that offer money and other benefits.

They are quietly but powerful positions in our commmunity that control large budgets and jobs.

The recent History of the Nortwest Fire and Ambulance District tells us how quickly the can be corrupted and abused.

Don't under estimate the power of these disticts and the importance of them for entry level politicians.

All of these fire districts need to be consolidated.There is too much duplication and as you stated they are easily corrupted.

Fire Districts are controlled by the state legislature.

Reform is certainly a good idea, but, doubtful.

No time to do that before the next April election.

Voters should watch their fire districts much closer than they do.

The danger is that the pension fund can be looted--remember what was attempted with Normandy (Northeast). A fire district is really just a piece of paper recorded with the state. Its income is controlled by the taxpayers of the district. If the pension fund is inadequate to pay obligations, and district taxpayers can't be convinced via tax increases to pony up more cash to cover operating expenses, capital expenses and pensions, the district can be bankrupted or forced into receivership. This can leave the retired firefighters out in the cold with a substantially reduced pension benefit.

In places like Spanish Lake, Normandy, Black Jack, etc., there is a demographic shift taking place. Will the new residents be willing to honor obligations to people who are different than them? Perhaps yes, perhaps no. If no, it may be cheaper to starve the fire district and just merge with a neighbor, or create a new one. In both instances, the retirees could be royally screwed if there is inadequate funds for their pensions.

If districts have been overly generous with pension obligations, bet on change.

this fire discrict will end up like Northest and Spanish lake if voters don't wake up and pay attention. It will happen at lightening speed.

once that appointment is made in january, the district will be in trouble.

The State Legislature should take up State wide Fire District reform.

Fire Boards should have at least 5 elected members instead of 3.

Consistant rules and policies state wide for those elected positions.

And consolidation of some Districts to improve effeciency and service.

This effort must start with the State Legislature.

This Black Jack Fire District controls 10's of millions of tax payers dollars.
If mismanaged, or abused, it will cost Tax Payers millions.

It is just not Black Jack, or Florrisant Valley mishandling tax dollars it the majority of them. A number of people are getting rich. But there is light at the end tunnel the state legislature is currently looking at the problem.

Any large population center should be under one umbrella of service. One fire dept,one police dept,etc,etc. Just my opinion.

I agree, but there are to many egos involved for that to ever happen.
Nice thought though.
It gets worse once the colored get involved.
They can't manage money, to much temptation.
Besides they are still looking for their 40 acres and a mule.

Soon, the Black Jack Fire Board will be appointing a new member of the board to fill the unexpired term of Sylvester Taylor.
We have to hope and accept what 2 board members remaining are going to give us.
Taxpayers fund this Fire District, yet, they have no say in that appointment.
Then in April of 2011, there will be an open seat to elect another member to this 3 person board, filing begins in January for that ballot position.

Taxpayers, pay attention, it is our money.

Tax payers should demand a special election for the upcoming open position on the Black Jack Fire District Board.
There will be an open Board position open in January, and special interests are pushing to fill it by appointment.
Since these are taxpayer paid positions, taxpayers should be allowed to vote on them.
This special open seat will be in January, and then another full position comes open in April.
Since there are only 3 directors, it is easy to manipulate this board.
The Fire District Board should represent the taspayers who pay the district.
Taxpayers should demand a special election.

NOTICE OF CANDIDACY FILING

Notice is hereby given to electors of the Black Jack Fire Protection District of St. Louis County, Missouri, that at the biennial election to be held on Tuesday, April 5, 2011, one Director will be elected for a term of 6 years, ending April, 2017. Candidates desiring to file for this office shall be voters of the Fire District for at least one year prior to the election and over the age of twenty-five years. A declaration of candidacy must be filed with the Secretary of the Board of Directors at the Black Jack Fire Protection District Administration at 5675 N. Highway 67, Florissant, Missouri, 63034, during normal office hours as posted. The opening filing date is Tuesday, December 14, 2010, at 8:00 A.M. CST and the closing filing date is January 18, 2011, at 4:30 P.M. CST.

The Fire District will observe holiday hours as posted at Black Jack Fire Protection District Administration, 5675 N. Highway 67, Florissant, Missouri 63034.

Tony Weaver with the aid of Elbert Walton, has filed for Fire Board Director in the Black Jack Fire District.

This is the same group of thugs that ransacked the Northwest Fire and Ambulance District.

Voters, please don't elect Tony Weaver to the BJFD, he and his thugs will loot it, just as they have done in other districts.
