While it does not specifically forbid the use of children at play (CAP) signs, The Manual on Uniform Traffic Control Devices (MUTCD) the rule book by which traffic engineers design and implement traffic does not recognize the use of Children at Play signs. Rather, it suggest the use of the playground symbol sign to give advance warning of a designated children’s playground that is located adjacent to the road only, not for neighborhood streets.
Further, the MUTCD requires that Warning signs be uniform in design and use; symbol message signs are the recommended standard. Children at Play and variations such as Slow—Children, Watch Children, and Caution—Children signs are not consistent and may confuse drivers. Beyond not being recognized by the MUTCD, multiple studied have shown that (CAP) signs when used have no effect at slowing traffic or changing driver habits in any way. Rather the signs lend to a false sense of security for parents and children alike thus compounding the problem. All drivers are aware that in driving neighborhood streets, children are likely to be incurred. They choose to drive either safely or unsafe regardless of signs. It is further observed that the message “children at play” officially endorses children playing in the street and thus opens the installing agency to tort liability.

If you strike a kid, you have broken federal law. Pedestrians always have the right of way. Strike a pedestrian with your car, and you'll be paying for it for the rest of your life. Like it or not, it's just that simple.

My kids ride their bikes on my street and in front of the house. I plan on putting a sign in the middle of the road because where I live they speed and run the stop signs. My children shouldn't have to suffer because of careless drivers and if the sign don't make them slow down I'm going to the city office

The signs annoy me too. I have neighbors with kids roaming the street without adult supervision. I don't care if Chino hills is considered safe or if my street is... Kids running around and not paying attention to potential oncoming vehicles...well, that says it all.

I live in a neighborhood where several families feel it is safe to have toddlers and children playing in the middle of the street. I have never seen such irresponsible parenting. I can't believe there are parents who are actually arguing to keep there children in harms way.The streets are NOT playground. Let your kids ride their bikes on the sidewalk, let them make chalk designs in your driveway, let them jump rope on the sidewalk or lawn, make use of your community playgrounds and parks. I live in a housing development that provides a children's playground and play area but the parents are too lazy to take their kids to it. When their in the emergency room crying because their kid was hit by a car they will be wishing they had done more to keep them safe

If you see toddlers unattended in the streets call the police. Duh? That is neglect. If my child impulsively runs out into the street to get a ball and my "children at play" slows cars down (which they do) then case closed. People like you want to drive with abandonment, without consciousness and dare to point the finger. I would rather have the rep of "irresponsible parenting" than your lack of simple humanity. You are entitled, spoiled and out of touch. Me thinks it is not lazy parents but stupid drivers.

If I was standing next to you as you wrote this I would put you in a head lock and ever so lovingly tap on your head saying, " hello anyone in there." You are so wrapped up in text book logic you are slowly drifting from reality. You have severely underestimated us moms and dads. If you were driving down my street, uh yeah you would know to slow down and heighten your attention.

Is it so bad to take your child to a park? I guess it's too much effort. No one asked you ignorant idiots to have those kids. That's your problem not anyone elses. the street is for cars not children. If your child gets hit in the street and dies, if that driver was not speeding, under the influence, or using an illegal handheld device then your child's death would be your fault; not the driver of the vehicle's fault; your fault. Don't put the safety of your children into chance or someone else's hands. Take them to a park or move.

Those signs are not made to teach or permit children to use the street as a playground. They were designed to alert drivers that there are children playing nearby and "might" run out into the street to chase a ball, toy or just carelessly dart out. They are inappropriately being used to allow children to play on a street designed for motored vehicles. I think they serve a purpose by letting me be extra careful that a child might suddenly run out. But in my neighborhood, they are used specifically so kids can play on the street and many kids believe just because the sign is there, they don't have to watch out for cars coming. I too almost hit a child, one was walking out from the left of me, I was driving about 1 mph. I was on full alert and then another kid on the right darted out between parked cars, no way to see him until he was on the street. I guess he felt it was safe because of those magic signs. He was being watched by a parent who was also working as a daycare for others and teaching them the same bad habit. After that, she no longer let those kids play on the street. I made it known by the look on my face if they were playing on the street tomorrow, I would contact CPS and show videos of it. She got my message without me saying a word. She started using the park. My subdivision has 3 small playgrounds and one large one, anyone can get to and the most they will have to walk is 8 houses before they reach one. Another house is now using those signs for the same purpose, to play on the street when a playground available about 4 houses away.

There are about 15 young kids playing in a fairly busy neighborhood intersection. While one dad runs to Hurd the kids another kid runs out in front of a car. Parenting stupidity at it's finest. This does not compare with drawing on the sidewalk or playing on the lawn. Not everyone ha a yard? In two blocks down the street three is a huge park with a playground? If you leave next a a major road do you still feel the same way? No yard so it must be ok to play on the road.

It's very simple: If you don't want your kids to get hit by a car, don't let them play in the street. They can ride their bikes on the sidewalks, at the local park, on a designated bike path, etc.

i have the sighn and idiots like most people on here is why i bought one! Seems most forgot what it was like being a child...and playing outside on a warm sunny day with friends just being kids!!! i love my neighborhood and most i live around know my house is were all the children come to play since i have 3 young girls...and its dummies who dnt live in my area who drive fast! so i did call my city and had speed bumps put in place so HAHAHA try and speed past my house!!! KIDS AT PLAY!!!!!

I hate these fxckn signs! Every @$$hole that has them puts them out in the middle of the road taking over part of a lane, tell me that's not hazardous when two cars are coming at the same time then what you gotta make sure you go slow and let one in at a time? Fxk you stupid parents! Not only that but some of the @$$holes in my neighborhood have a front yard but still feel the need to OWN the road like its theirs! I road my skateboard through one of them when his kids were even out in the street and he yelled at me! Fxk that guy when I came back around I knocked both of them over and he CUSSED me out in front of his kids! Go to a park next time its not the drivers that are lazy its the fxk'n parents that own these signs! Yes I'm yelling as I type this you wanna fight about it??
