And you want to deprive someone from making that second investment by eliminating the rule that allow the refinancing of that apartment building? Kind of short sighted. I will explain that in detail if you request it.

And that apartment building has been managed by the owner (without pay) for a couple of decades to build that equity he is tapping. It is a form of investment that can actually get regular people ahead. I doubt that the owner would think of himself as "rich" and if you were him you wouldn't either.

Now come on. Find a real tax loophole that needs to be eliminated.

Silly rabbit. The deduction was created to recognize that there were costs associated with owning the property that affected how much you were "really" making and thus paying income taxes on "real" income. Any lost taxes due to the deductions is then "recaptured" when the property is later sold. The only way to avoid the recapture is to die.
