Rich are people who don't care that solar is a bad investment but go ahead with a solar project anyway. Either they don't care or they have been sold a bill of goods by the installer and can't figure it out themselves. Solar projects are quite fashionable in some circles.

The SPEED program is a subsidized feed in rate. In order for the state to get the utilities to cooperate the state allowed the utilities to raise their rates charged to everyone to cover the losses on the above fmv feed-in rate. The reported cost to the average homeowner for this is between $8 and $15 a month. A hidden tax that a large majority of the customers don't even know they are paying.

Recent changes to the program are reflected in the new round of RFP's. There is no fixed feed-in rate prescribed by the state. The new system makes applicants bid on the feed-in rate they want. The three winning projects are in the neighborhood of $0.135/watt. Very low and very aggresive bids by the applicants. That is still above fmv but low enough that the big developers trying to market the tax credits to big income investors aren't interested. That is a good thing. What the SPEED program is left with are bidders who don't care that the return on investment are 3% or less. The commitment has been lowered to 20 years which is better but is still a very long time to be committed to a bunch of solar panels in a field. Who knows what the world of energy will look like in 20 years.

How the changes will be reflected in the average homeowners monthly bill is yet to be determined.

There is also no requirement to stay in and complete your project even if you win a spot on the que. So the lower bid feed-in rates may not result in any new projects as the developers figure out that it is a bad deal. A majority of the previous round of developers dropped their projects even though the feed-in rate was $0.24/watt for 27 years.

The average home solar project has no connection with SPEED.

He isn't wrong or he isn't far from wrong. Vermont really has almost no "rich" people. Anyone with real money resides somewhere like NH where the income taxes are much lower. That doesn't mean we don't have the few inherited wealth people who live here despite the taxes being a horrendous deal for them. Even they would have moved had the Vermont legislature actually passed the gift tax proposal on the table in the last session.

The company owns the solar equipment and benefits from the associated tax credits.
Let me repeat that last part:

These folks aren't in the renewable energy harvesting business, they are in the renewable energy SUBSIDY harvesting business

The oil/coal subsidies were created when the congress was controlled by the democrats. Don't you think after 50 years that if there was something wrong with them they would have been changed?
