Would you consider this a terrorist threat against Vermont Yankee?

So I answer a phone call from a deep voiced man at about 9:30 AM, opening with I am a Special Agent with the FBIís Joint Task Force. He basically says I got a few e-mail I need to question you about...can we meet at the Hinsdale police department at 1pm. He says ďweĒ got a issue from the Burlington office and we need to close this out by the end of the day. What is this "we" stuff we are talking about I am wondering...I thinking what if they got a recoding machine what am I going to do.
So at 1 PM in the attic office of the Hinsdale police department I meet with two special agents of the FBIís Joint Task Force. They are Paul W Brown who is a special agent of the FBI and Robert Gouse, another special agent, but from the ďUnited States Department of State Bureaus of Diplomatic SecurityĒ.
Finally at the end, they pull out this message fragment, they would only read it to me, they wouldnít tell me the date I sent I sent it on, but it is the:ďIíll tell you a Al Qaeda like trick...attack the Vermont Yankee SUV loaded with security weapons and ammunition that is in transit going to the outside rifle range. Then take over the nuclear plant with the security forceís own weapons and ammunition?
I tell them I write very carefully and I am worry about getting sued for libel...so I write extremely carefully. I tell um both, they donít catch me with my pants down very often and I know how to write. I couldnít remember exactly all that was in this message. I said, you guys are only showing me a fragment of the message, can I see the whole message. He tells me that is all we have. I tell them I am sure I covered my ass...there is more to this message. But it is only those two sentences they were concerned with. These guys were trickier than heck.
I am thinking a foreign service picked it up or the NSA and that is how it swung around to the FBI .... that is why the ďUnited States Department of State Bureaus of Diplomatic SecurityĒ.

The state department guy was new in his position and he had diarrhea mouth. These were good guys stuck in a terrible position. So the state guy says, we could have taken it to the Vermontís Attorney general and he would have indicted you and you would be in jail if we thought you were a risk. I told him a guy like me would welcome that kind of behavior. It would have done nothing but amplified my message. The FBI guys smirked at my response. I would have ďblew upĒ the state department, the Joint Terrorism Task Force, the FBI and the Vermont Attorney General...seeing how you are calling me on my aggressive wording...I mean I would have sucked your agencies in a scandal that would have rocked all of you.

You see what I am getting at, I donít know the prying that went into searching about my life...I am in a lot of unknown documents, who knows if people are going to look at me different now especially the police and state police. Could getting a speeding ticket on my bicycle...would their be a alert that people had issue me associated with terrorism in writing out that ticket. I went into the front office of the Hinsdale police office, I am sure the Joint Terrorism Task Force asked the police chief if they ever had issues with mike mulligan, has he ever had domestic police calls to his home? Some police officers seen me in the office and so didnít the dispatchers and the other police staff....what are the rumors going around town that the FBIís Joint Terrorism Task Force is in town and they are talking to mike mulligan. How is that going to roll out in the future?
I could live more with knowing the extent of their prying was...if I knew the scope of it. Personally I think everyone would be more comfortable with knowing the extent of it. The issue with me is the non transparency of it...Iíd feel a lot more comfortable if that session was fully recorded and placed immediately on the internet and the community could see it. Then you could have listened to what they said, was it appropriate from their end...you would have heard fully my defense of my behavior. I donít mind people making up their minds if they hear both sides of the story. I can defend and protect myself in a open venue. I can compete against the best of them.
I went real early intentionally to the police department...a half an hour to 40 minutes early. I wanted to see how deep was their nosing around. I got to the front desk and surprisingly the task force was already there. How long was the Task Force in there and what were they doing in there? Iíll bet you I waited 15 to 20 minutes out in the public dispatch area. They both came from Bedford NH area so they had all the time in the world to talk about the mike mulligan case.
As I said, pretty early I discovered them playing word game talking to me....hiding their folder about me, you know, all this information related to how they evaluated the information about me is masked in a national security screen. It would uncover the means and modes of acquiring national security and terrorist related information. How much were they deceiving me based on national security related secrets base on the means and modes of collecting information.
The second question he asked me was....do you go by your Mike Mulligan name on the internet and always use it. I told them I always go by mike mulligan...I donít use any aliases at all. I use my real name. It should be noted nobody else uses their real names.

The first question he asked, is do you have any ID. I whipped out my driverís license. We converse a little, the FBI whips out,"I see you are a truck driver and you got a CDL". I tell him I sure do and I hope I donít have any out standing speeding tickets. He sternly ask, do you have endorsement like hazardous waste or any other endorsements. I told him I donít have the Haz mat, I once did, you got to study for that for 5 minutes and I didnít have the time, but I got all the other endorsements. He must have knew this all about me before hand...and he was just playing with me to see if I would get nervous. The FBIís Joint Terrorism Task Forces greatest fear, a guy who can drive a semi and has a CDL...a trailer full of something could case a lot of damage. You see what I am trying to say, they were banging around some really potential big threats, the potentiality...how do you defend yourself against this?
You know, the threats about going to the Vermont attorney General and directly jailing me...the implied threat that I am a truck drive and do you have a haz mat endorsement, is anyone safe with that.

The first half an hour was spent over the question of, have you ever made any terrorist related threats over the internet. I politely ask to see the emails you got on me. They got stuck on that question, tell us all the terrorist related comments you made on the internet. That is the kind of games they were playing with me. Iíd go off on a tangent trying to pump them up on the context that this is all being played in. I irritated them with my tangents. For the first half an hour I no clue this was over VY. I kept wondering about all the overseas people I have talked to on the internet...cause the state department guy made me wonder about that. The first question is like somebody asking you if you ever hit your wife. No matter what way you go, you canít dig your self out the hole of that question.
I talk a lot on the nuclear power submarine blog...they could ding me on undermining the moral of the submarine service. I am very influential. That is what I first thought this was about. The theme there is because of short term national security necessities, it is basically the same theme as excessive capacity factors of nuclear plants, they got too much work and pressure out at sea and within the ship yards, they are fundamentally overtaxing the crews of the nuclear submarines and this has led to a debris field of ship accidents, mistakes, firings of ship captains and other sailors. This is a pattern that has been going on for the last decade. We have laid waste to many thousands of tons national security assets, ships in ships yards necessitating 100ís of millions of dollars of accident repairs....plus they are a burden on the rest of the fleet and this stuff isnít available to do their jobs. A lots of sailors and officers are rebelling though my activities...and everyone is serious about too many missions and not enough submarines and especially the nuclear reactor manning. Some people could interpret my activities of impairing the national security mission of the US navy...cause I am outlining that there is too little Navy resources and there is a direct correlation with the destruction and damage of ships and Navy personal because of pushing humans too far. Mike, if we are forced to tell the truth, we would have to dial back on national security missions.

They should have figured out who they were going to talking too, figured out I was a respected whistleblower with professional knowledge....they should have brain stormed with whistleblowers about what I had seen in my life as a whistleblower, and brained stormed how to approached me. These guys went trampling in the swamp with no idea how deep the bog was. I have seen so much corruption and lying, word games and withholding selective information, my activities spans so many 100ís of millions of dollars and I have been involved with directly watching the suffering of many children and the death of a child at a mental hospital while being undercover. I have seen the results of word games and selective truth telling. And that was the fundamental tack these to guys used on me, any whistleblower worth his weight would tell you I could smell that a mile away and I would associate the tack of the interview with the crooker CEOís, federal and state regulators...the word games and half truths of these agents. Honestly, I could not tell the difference between the crooked CEOís and officials and employees like the federal and state regulators from the state department and the FBI special agents. I know they are using standard investigative techniques, but I think a whistleblower deserves a better treatment.
Honest to god, I am such a rare breed of a person, none of these agents would ever come into contact with a guy like me and have the training to be able to deal with me.

What I have been trained on and what I have experienced, a big factor of a accident is you do not have the ability to imagine it before it occurs and imagine a way you can stop it. In that light, I was proposing a hypothetical scenario...applicable at any plant...with the shortcomings of carrying the weapons and ammo to and from the rifle range. i do that all the time and it i based on fragaments of information. I like to know if anyone else had the creativeness to challenge that potential security hole? They should give me a badge and not threaten to arrest me. At the end of the day, I think these special agents should be talking to the security staff at Vermont Yankee. Vermont Yankee security made such a recklessly arrogantly large media foot print, shined a light a little, the attention uncovered some of the means and modes of protecting Vermont Yankee. They should be mad a Vermont Yankee by not handling this public perception problem effectively.

I told the agents a story about at the end of my days at Vermont Yankee. With a shift security manager following me around the plant. I thought he was going to shoot me or that I was getting fired. I ended up talking to this guy. He basically told me about all the broken fence motion detectors, that important security gate 1 was out of codes, the security cameras were out of date and broke down a lot, the main security room was from the 1950ís...
I wrote that up to my lawyers and we had a special NRC inspection here within a weeks. They found all of my points valid, we had a emergency construction project begin and they replace the gate 1. Where was the FBI when I was in the bowels of that disgusting plant?
I said nobody is going to like what I say...a few of us has shaped the security stance of Vermont Yankee over the years. I told them I leaked information to the newspapers when I was a employee...leaks are a very effective tool. Thought these security guards they have leaked information to me over the decades and I have brought that information to the NRC and the state officials. Though these leaks we have shaped the fundamental security stance of the plant...where was the FBI trying to help me out?
In the summer leading up to 9/11 more that one guard came up to me complaining about the conditions of security of the site and the moral of the security officers. I made complaints again to the NRC and state officials, told everyone of the VY security vulnerabilities I could, keying off this threat of accurate inside information the NRC came in and failed the VY security force. They had the worst record for a nuclear plant in the nation. I spent a lot of time trying to unnerve a lot of people again taking chances that my inside information would get me arrested. 9/11 came and then everyone made a big afford to then upgrade VYís security. Everyone acknowledges that I was making everyone nervous just prior to 9/11....was that wrong in winding up VY security force just prior to 9/11. Iíll tell you what, post 9/11 I think the system was more concerned the hay I could make with knowing the security of Vermont Yankee was degraded just prior to 9/11...that is what the deep corrective action was about. During 9/11 and afterwards, VY had a failed security force...that was upfront were everyone could see it. Who knows, if I wasnít grinding everyone...the failed security failures would have been hidden and the post 9/11 corrective actions would have been a lot cheaper and shallower.

I told them, I am really good at what I do. I have seen a lot of the world and I know how to follow the dots. What I do is think three or four steps ahead of everyone else.
So we converse a lot more...it is at the end of the meeting. One of them says, seeing how you are a whistleblower and you thinking three or four steps ahead of everyone else, what is your next three or four steps going to be? I am thinking already spinning in my mind, I wrote pretty extensively and excessively about my colonoscopy...I am going to write excessively what I think about what happened in this room. Maybe I would try and get some media attention if they were interested.
I thought why burden them with that in this room. I go off on one of my famous tangents purposely not answering that question, trying to buy me time thinking about how I am going to handle that question. I sensed they wanted to get out of the room and they were exhausted from my stories.
I let them know that essentially there was threats thrown across the talk, there is pressure for me to tame my stories, a sense of the system trying to intimidate me. I know in the beginning of this meeting you have been playing a lot of word games with me. Big picture, I donít know what generated your interest in me, and was it their interest to sic the task force on me and silence me. Iíll give you a scenario,they got a trillion dollar bet on greyhounds at the dog track on the new nukes, maybe the lawyers of Entergy and the NEI got together and made a complaint to the Task Force, all this activity in the Burlington office maybe Governor Douglas or his staff made a complaint as a favor to Entergy and their ilk about me? I got really big eyes out of both of them.
I told them people generally consider me as being mentally insane and extremely paranoid. I told them I am paranoid, but what I have learned in my whistle blowing activities is that many times I havenít been paranoid enough. In many incidences my paranoia has served me very well. I do go overboard sometimes.
Well, then we went on a love fest about Whistleblowers. I reminded the FBI special agent you had a woman FBI special agent who was a whistleblower, seen what she thought was strange information about airplane trainees pilots pre 9/11, her concerns were blew off by FBI management and the FBI missed a opportunity to prevent 9/11. And the FBI management made a attempt to intimidate her into not disclosing this FBI screw up and they tried to fire her. We watched her case very closely. I am really good at what I do?
One of them rolls his eyes again, he says exasperatingly, mike what are you going to do on your next steps. I delay answering because I am still trying to figure out how I am going to answer it, really what businesses is it of theirs? I am not sure what they were looking for...I donít want to blurt out something they werenít looking for...I know they got a set of words they want to hear from me in their heads. I am just not sure what they wanted to hear. I been involved in so many investigations and meetings...I can read them like a book. They wanted to get out of there...I was hoping theyíd forget the question. Ok mike, one says on you next step, will you use them two to three bad words together and will you force us to make a lot long drives to Hinsdale in the future. These guys werenít activist oriented, cause if I thought it was in the interest of the USA it would not matter how many trips to Hinsdale I made. I was going to ask them do you belong to a union, cause you shouldnít be worried about all these long drives.

The FBI agent asked me about my work history...where do I work. I told him I am unemployed. He asked me how long have you been unemployed...a few years. He asked about when I worked and VY. He wanted to know what happened there and I told him. I basically said I have been going through a lot of jobs since leaving VY. I told him about the paper mill American Tissue and I put CEO in jail for about 20 year for defrauding about $350 million dollars. Really what relevance was my work history with the Vermont Yankee problem. Right in the beginning, I put in their heads that I am a unemployed loser and I have been like that for many years.
I added I was on submarines for 4 years. He said what? I was stationed on the USS Lipscomb for 4 years. He asked me what was my job....I was a nuclear plant operator. The asked that must have been very difficult...what you must go out for 3 months. I reminded him I went out on many 6 months or more deployments. I spent about a year of my four years patrolling the Russian coast and their military ports. I bet you in those four years I spent more than 60% of my time under water. He asked me how did I cope...it must have been very difficult. It was very difficult and few people understand what we all went through. It made me a better person.

He told me that I wasnít going to get arrested, this is not about that. That is kind of a broad statement, he agreed with me that my intent was to identify a scenario that nobody else thought about...i was trying to do a public good. I think he was talking about specifically about this timeframe...and not about what the end results of the investigation. I like to see their report about me to their higher ups?
I still think I got a 50% chance of getting indicted...
They asked me about what internet site i participate in, the big ones were the Reformer topex, rootcauseconferance and the submarine blog "The stupid shall be punished" plus a assortment of newpaper comments.
I had a feeling he knew a lot more about me than what telling me.

I got into there and he came out that I road my bicycle to the police station. We talked a little about my biking activates. He specifically asked me about the route around VY and route 142. I told him that is a very pretty road. He asked me how long does that take to go around the circle...said 3 to 4 hours.
I know with my extensive background I made people extremely nervous about why I was doing this...the plant. I wrote about the Vernon dam and eyeing the new switchyards. My intension was to keep everyone on their toes...I know I have a shadow that VY is wary about...my intension was to make them nervous. Everyone is looking at them...is that so bad.
Honestly, is it really bad when I get them thinking about their vulnerabilities...I keep breathing down their necks...is that so bad.
Like I said, all the big players know I played a huge role with structuring the security stance surrounding VY for two decades...I put everyone on the alert when ride my bike and follow the laws.

As I said before, this is a highly unregulated and non transparent industry, if the game is tree branches and scab tree, if it is just pure hard wood chips, what is the assurance that it will remain your same advertize model to the community. How do we know when it goes badly off tract.
I given you an example, they scale up too fast and wood chips prices spike up. We find out the south American chips are a lot less expensive, they start importing some, then everyone cascades into using south American or other institutionally underdeveloped country because it is so inexpensive. Next thing you know we abandoned cutting in New England, we are clear cutting on a unimaginable level in a poorly developed non institutional country. In other words, no regulations and oversight.
What if the value of the dollar explodes...then importing from another country would be immensely cheaper than using NE wood.
Just because you come out with a model in the beginning of this process...it doesnít mean you intend to stick with it.
Come on, we rape a poor countryís forest for their wood chip to heat our schools...we would not care a bit unless we got the cheapest price.
The whole thing is modeled under the Ayn Rand republican old industrial framework...it is designed to rape and abandoned the least of us?Ē

That is a common tactic mine, I know it is such a powerful tool...I always try and play imaginative ďwhat ifĒ scenarios trying guess about the outcome of the future.
People tell me mike this isnít the facts and it is speculation, and I say this type of analyses is much more powerful than the facts and evidence.
It is trying to anticipate the future.
What I did with the issue concerning the terrorism task force is a common tactic of mine. I use across the board. I use it because this stuff is extremely powerful on the activist side of things.
Look at how I played with predicting the future price and use of wood chips...the exact problem this area is completely unregulated, and because of that we have no idea how this could turn out bad.
This is really difficult higher thinking and it takes a lot of practice of getting in the mindset of always playing the what if scenario!
Do you see the commonality between the wood chips and traveling back and forth to the rifle range with the VY security force...I am always speculating with how our future is going to turn out...that is how you prevent a accident!

"I remember first seeing the paper mill. I was shocked with what I saw. We was in a huge drought, there was just a trickle of water coming down the stream. I seen a hundred foot plume of waste going down from the discharge piping. But the water above the discharge piping was discolored. Further up, the almost dry stream bed I could see rivulets of lagoon gray waste running down the dry river bed. I could see many multiple rivulets draining into the starving stream bed. That is when I couldnít believe what my eyes were seeing. I as walked south on the road next to road and river the embankment, it was pulsing with leaking white lagoon waste, for hundreds of feet. The embankment wasnít green like it should be...the whole embankment was gray white. It was flowing across the road. I thought it was more a disaster area.
I spied where the employees were going across the bridge to get into the mill property. The whole scene was disgusting looking...how could the good employees go past that without complaining? Actually out of that scene, I began asking where did all the good people go too in the USA. Where did they go? Where was the conscience of the employees? It was chilling coming to the realization that a few players stole 100ís of millions of dollars...but the vast majority of the communities employees that went to church and loved their children knew what was going on, knew that it was wrong...they wouldnít fix it on their own. They would just be happy working like a dog for pennies, would sell their soul for pennies, while letting their top dogs walk out with hundreds of millions of dollars. They gained so little benefits for living in such a disgusting environment...they were sheeps or lambs who would just unquestionably followed their crooked leader wherever their leash dragged them. I just couldnít understand these employees.
As far as I am concerned, you got what you deserved...you remained silent to corruption and human degradation...I guarantee you are going to end up getting crushed!
Wasnít that a precursor and warning to the nation with our economic collapse? All the ingredients that is plaguing our nation now was seen in the collapse of American Tissue. It was just on a too small scale for anyone to care...enough people didnít get hurt for anyone to care."
