The law is that any identified child on their third birthday becomes the intervention / education responsibility of the school district in which they reside. Early intervention works and waiting until age three could mean a lot more money in the long run. Winston Prouty takes both typically developing children and identified children starting at the age of fifteen months. The Winston Prouty child development center (ELC) is in one half of the building and the ICG, FIT & CIS programs while separate from Winston Prouty, are located in the other half of the building. These services begin as soon as the infant is identified.
“The Winston Prouty Center is funded through federal and state grants, donations from individuals and businesses, and we rely on investment interest from our endowment for cash flow. In addition, the ELC is funded through tuition payments and subsidy programs from both Vermont and New Hampshire. The families in our FIT and CIS programs are often subsidized by Medicaid for direct services, and our screenings are free of charge.”

Joe, children with developmental delays and disabilities are not leeches. Trust me when I tell you that no parent plans on giving birth to a child who requires intensive services.

We still have Katrina victims in need of help and shelter, we have Americans being turned down for cancer treatments and Gulf War vets and others still being denied proper treatment etc. but the Pentagon has Plenty of $$ for whatever it wants!

ADA was passed in 1982 as an underfunded mandate with the promise that it would be funded 40% by the federal government. Funding has yet to come close to reaching that level. Out of district placement can cost from approximately sixty thousand per year to more than one hundred and fifty thousand. So if we are able to catch the problem early and provide intervention in district that is fiscally responsible behavior. Of course we could ignore the children, marginalize them, and guarentee that they will be on on welfare for fifty years.

That's per student Joe, the cpp for typical learners is 8 to 12 per year. Get them early and save a ton of money in the long run.

We aren't ignoring the children but we are still marginalizing them and they are still winding up on welfare for 50 years. Meanwhile back at the school we have tripled the size of the staff for the same number of students. Learning disabilities was the greatest thing that ever happened to the teachers union.

Title One is academic support primarily for low income students who lack an enriching environment in which to developer. However when schools are found to be failing schools under NCLB, the program opens up to those who would otherwise qualify based on income.

504 and I E P are Civil Rights that guarantee access to a fair and appropriate education for learners who are educationally impacted by disability.
