The state’s utility regulator would authorize construction of new power plants to replace the shuttered San Onofre nuclear plant, with much of the additional electricity to come from “clean” sources such wind or sunshine, according to a proposal released this week.

The proposed decision by the California Public Utilities Commission, posted on the agency’s website Tuesday, earned praise and criticism from an environmental group, the Sierra Club.

While it would allow utility companies to replace lost power exclusively with clean energy sources ...
