Texting and walking

I think, perhaps, that not only should drivers NOT be persecuted if they hit a pedestrian who is texting while walking down the street. But in fact, if they hit somebody who is looking down at a device, while walking in front of cars? They should get a *reward*, perhaps a tax break, for having hit them.
This would solve the problem quickly. Natural selection works.
