Joe Merchant, a meteorologist at the National Weather Service who moved to the area two years ago, said Gov. Earl Ray Tomblin’s administration and federal health officials had “refused to communicate uncertainty, and completely lost credibility with the people here.”

Itis a typical PR trick...it is going all over the place.
I call it certainty/ certainty gaming...you inflate certainty/uncertainty for your own ends. It helps to hide information behind a high security fence or governmetal secrecy.
The gunslinger professional folks like to play this game...exspecially the engineer guys.
