Curtailment Means Dispatch

In the meantime--- What is the heck is curtailment? It means that wind was available, but the grid operator did not allow the wind farm to put power on the grid. In other words, the wind farm was not "dispatched." Dispatch is the fate of most plants on the grid.

The rules for dispatch include physical imperatives:

•matching load
•not over-loading transmission lines
•taking into account how quickly various plants can come on-line.

Secondary rules for dispatch include economics and other non-physical issues:

•dispatching the least expensive plants first
•giving renewables a favored position in the line-up.

To keep the grid in balance, the physical imperatives take precedence

Schnure said ISO curtailed the turbines numerous times during the week of July 18, while the grid’s load peaked above 24,000 mW. At the same time ISO curtailed the wind project, it also called on GMP to fire up its four jet turbines and six diesel engines located elsewhere around the state to match the high demand. Instead of using wind power, GMP was required to use more carbon-heavy and expensive fuels because ISO officials say the infrastructure used to transmit power from Lowell is insufficient.

Stephen Rourke, vice president of system planning for ISO New England, said the problem with the northern tier of Vermont’s grid is that there are numerous large-scale renewable energy projects feeding into a low voltage section of the transmission network. Intermittent power from Hydro-Quebec, and the Lowell and Sheffield wind projects is funneled through this older part of the grid.“It’s really pretty simple: We can’t set the system up so that an overload would occur,” Rourke said.“There’s a limit to the amount of power we can transfer out of that area.… We always work to make sure the system runs in a reliable way. Having an event that could lead to a loss of customers is not a reliable outcome. Another factor contributing to ISO’s frequent curtailments of the Lowell wind project is that GMP has not yet completed the construction of a synchronous condenser, which will be used to even out voltage from the intermittent wind plant. GMP doesn’t expect to complete this construction until the end of the year. The agreement serves to replace a portion of the power that from two expiring Green Mountain Power contracts: one with the Vermont Yankee Nuclear Power Station and one with Hydro-Quebéc. The two expiring contracts account for approximately three quarters of the utility’s power supply. Earlier this year, the board approved a new contract with Hydro-Quebéc which will allow Green Mountain Power to purchase electricity from the Canadian utility through 2038. The Seabrook agreement will replace part of the gap between its projected needs and committed energy supplies (including Hydro-Quebéc). According to the order, the agreement would meet approximately 24 percent of the company’s annual energy requirements in its early years.

“This is part of an overall energy vision to get low-carbon, low-cost, reliable energy for our customers,” said Dotty Schnure, a spokeswoman for Green Mountain Power.

VPIRG did share the rest of the poll results with Shumlin, several other legislators and key allies, said Burns.“We make no bones about the poll and sharing it with leadership to move the issue forward,” said Burns.

The poll sharing, however, has irked some of Shumlin’s challengers.

“These are politically charged times, and we all need to be careful in the way we work with organizations on important issues,” said former Sen. Matt Dunne.

In 2006, the total summer generating capacity of Vermont was 1,117 megawatts.
As of 2010, most of the energy is purchased wholesale for distribution from Vermont Yankee nuclear power plant and Hydro-Québec. The costs from Vermont Yankee were about 3 to 5 cents per kilowatt hour.
In 2009, the state received 1/3 or 400 MW of its power from Hydro-Québec and 1/3 from Vermont Yankee In total, the state got half its power from Canada and other states. It received 75 percent of the power it generated in the state from Vermont Yankee.
