It is time to postpone the Police/Fire project

We need to find the money in the budget without raising taxes. That means Bratlleboro Town employees are going to suffer. Instead let's just mothball the Police/Fire project for a year and see how things look a year from now.

The impact of the closing of VY is going to be severe. It makes sense to slow down the police/fire project (they got along without it for the last 40 years) for a little bit to make sure that we can pay for it.
