Branson settles excessive force lawsuit filed against former police officer Thad Torix
The city's insurance company settled on a $30,000 payment to Billy Popejoy, a DISABLED BRANSON MAN.

The city of Branson settled a lawsuit in which a disabled 54-year-old disabled man charged a police officer with using excessive force while trying to handcuff him.
KY3 News got video of the arrest after filing a Sunshine Law request with Branson.
The following is from the video camera in the officer's cruiser:
Branson Police Officer Thad Torix:
"You were driving pretty aggressive. You were speeding, cutting in and out of traffic, cutting people off. Let's see your driver's license."
Billy Popejoy: "I don't agree with any of that."
Torix: "Okay, Bill, I'm looking to give you a warning, but, if you want to make an issue, we'll do it in front of a judge."
Popejoy: "I didn't do anything. I was in traffic. How did I do that?"
The $30,000 settlement is a result of the traffic stop from the fall of 2011.
As you heard, the officer said Popejoy was speeding and weaving back and forth through traffic.
After Popejoy pulled over at Branson Landing, he was asked to get out of his car. He is disabled, he cannot stand up or walk without CRUTCHES, for Pete's Sake!
Here's what happened next, according to the video:
Torix: "Alright, Bill, Why don't you step out of the car?"
Popejoy: "I will; got to grab my (expletive) crutches, too."
Torix: "Put your hands around your back. Do it now."
Popejoy: "(expletive)(unintelligib le)."
Torix: "Put your hands behind your back." (Popejoy is wrestled to ground here)
Torix: "On your stomach, you son of a bitch."
Popejoy: "I didn't do nothing."
Less than two weeks after this traffic stop, Branson police records show the officer's employment with the city ended. The city declined to say if Torix resigned, quit or was fired.
But other cops said they fired his ass.

Popejoy: "(moan) You're hurting my back."
Torix: "Don't move. Do not move."
Torix: "Let go."
Popejoy: "I'm handicapped, by God."
Torix: "Being handicapped does not give you the right to resist arrest,you son of a bitch."
Popejoy: "I didn't resist any (expletive)(expletive) thing."
All charges against Popejoy were dropped. Popejoy signed a confidentiality agreement and declined to talk to a reporter except to say that he walks with crutches and uses a scooter after suffering nerve damage in an accident several years ago.
The City of Branson says the actions shown in the video
