The guy clearly has mental problems and needs to be constrained but your thinking that all our social problems can be solved if we just flip enough switches or inject enough lethal chemicals is pathetic. You piqued my interest, so I looked him up, and there is a rather long page on Wikipedia about him. He has dual citizenship, US/UK. After his release he did indeed go back to Scotland, and "he was charged with assaulting and robbing 63-year-old Robert McCall at his Edinburgh apartment on July 11, 2008, and another assault six days later. He faced trial in March 2009, however, the judge presiding over the case dismissed the charges explaining that he felt Richey '...had suffered enough.' At one point, he was charged with stealing a woman's purse. The charge was later dropped. More recently, he was arrested for assaulting his son with a baseball bat in Minnesota."

The DRC needs to take the word Rehabilitation their of their title. This guy spent 20 years in a cell, probably getting out and hour a day and he's released to society. He still has the same issues he went in with, no job skills and if he's like my neighbor, no social skills.

DRC did not release him from the life sentence the system did. I agree with the name change, for a different reason. Should be Department of Prison, would save millions due to no need to provide cable tv, five star meals four times a day. Lost rights when found guilty of a crime.

What astonishes me is that he went from the death penalty to pleading no contest for putting someone in harms way. What the heck is that about???? Sounds like capital punishment has some issues also.
