They are so busy trying to please!!!!! It was just a joke. I've heard that line all of my life in a negative way. You're right, the government doesn't help the average person. If you have the government enter your life for almost any reason, you're screwed. They're going to make things worse. One good thing that I did see them do, was when FEMA came to the rescue right after the 2007 flood. They did an amazing job. I was impressed.
