Is Bonham's current mayor Floyd or Underwood. Pro Tem? Is Floyd incapacitated in some fashion requiring Underwood to act as Mayor?

Nearly all city councils have a mayor pro tem. A mayor pro tem conducts the meetings as a mayor when the actual mayor is absent or unavailable.
In this case, if the mayor, Roy Floyd, was unable to attend a meeting, the mayor pro tem, Brad Underwood, would act as the mayor at that meeting.
