If the landfill owner is really so concerned about the welfare of local neighbors, why wouldn't they pay for the road repairs and perhaps seek some sort of reimbursement afterwards?

It seems that when push comes to shove, they will allow the roads to be a disaster if it's going to cost them a penny. Just my two cents, which seems to be more than the landfill apparently pays for repairing road damage caused by the presence of their for-profit operation.
