Think how much more seriously you would be taken in the community when you solved this case that the "secret police" cannot or will not solve. Wouldn't it be great? Then you could move on to the Tara Baker case - perhaps Michael did that as well??

The following comment was posted to an ABH article about the Athens Police Department April 22, 2009:Tomorrow, April 23, 2009, will be exactly the 17th anniversary of the murder and sexual assault of former UGA senior Jennifer Stone behind the Bus Station in downtown Athens, April 23, 1992. This case remains listed as "unsolved". And despite a Georgia Appeals Court order declaring it a dormant case despite the Athens Police department claim to the contrary, the Athens Clarke County Unified Government voted, in secret, without any public discussion whatsoever regarding their reasons for doing so, to appeal that decision to the Georgia Supreme Court to have the entire case file held secret with the full military force and power of government, notwithstanding the fact that there will likely NEVER be anyone brought to justice for that crime. After a certain amount of time all these cold cases must be opened to public disclosure so the public, who paid for all the investigations in the first place, can evaluate the quality of that work and possibly aid in a final conclusion to the investigation and possibly make intelligent changes in police investigative departments. What does this government fear by opening the case files to the public? Evidently they have something to hide that goes far beyond the now hollow claim that "the investigation might be compromised". Most murders must be solved within days or weeks of the event. If they are not solved during this period, it is well known they likely will never be solved.(Justice delayed is justice denied). Therefore there is now, at this late date, no rational reason to continue the secrecy other than the conclusion that this government fears some type of embarrassment at disclosure. In other words, possible incompetence or corruption is involved. Even the discussion at the meeting of the Commissioners between the County Attorney and the police chief and whomever else may have been present to convince the 10 commissioners to vote for secrecy is secret, just like former Nazi, Germany or the former Soviet Union so many of our brave ancestors fought so hard to rid the world of. Why are we seeking to emulate Nazi, Germany with secrecy laws? Why is not everyone indignant about all this? Not a single one of the Commissioners will disclose why they voted to expend public tax money for that appeal or how much money was spent on the appeal or the various arguments leading to that decision. How is the public to know if those arguments were true or false? This action violates the whole point of a democratic society and the public "right to know the truth". Shame, shame, shame on the State Legislators for failing to provide for open government. Recently even the new president Obama quoted the late U.S. Supreme Court Justice Brandeis: "Sunlight is the best disinfectant". Too bad the Athens Secret POlice Chief and his Secret Department do not follow this wisdom.
Finally why would not the Athens Secret police department permit the distinguished Professor Dr. Henry Lee to examine the case file for the Tara Baker murder, January 19, 2001, as her parents requested and offered to pay for? Obviously, despite this article, the Athens Secret Police Department has something to hide from a gullible and unwitting public. Neither of these two cold cases will likely ever be brought to trial even if someone confessed to the crimes tomorrow! I do not in any way blame the likely good officers mentioned in this article. They were likely not around years ago when the Jennifer Stone case was first investigated and they are not responsible for these high level decisions by the government and police chief and county attorney in secret. Every time articles like this are written and published, they just raise more questions than they answer. For example, who was her boyfriend? They obviously did not rule out the judge's son with certainty, but they were prejudiced by the then known fact he was related to a powerful, local superior court judge which tainted their investigation with conflicts of interest. The easiest thing to do would be to DNA test him but they evidently did not do that or they would say so and eliminate him on that basis if he has been so tested. Investigative articles closer to the time of the incident document that the judge's son was asked to give permission to be tested and denied that permission although his wife agreed to use of blood samples for that purpose.(See former Athens Observer articles by Elton Manzione, 1995-1996). Furthermore, this case involves illegal drugs. The local police and district attorney deal with numerous drug informants every day. They are familiar with almost everyone involved in the illicit drug trade in town at any given time. They constantly make deals with some of these criminals to obtain information. Superior Court judges (and federal judges) often even dismiss serious charges, even of murder, against some of these criminals, in secret, for their information, unbeknownst to the average public citizen or Mayor or Commissioner of Athens. Most of these are never reported in this or any other newspaper. Federal officials are often involved too. Some of these informants are even paid large sums of public money and their identities are protected all for their information. All these issues are part of this now cover up of information. This article is not an investigative article. The police department is the "only game in town". They have most of the information about this case and they are permitted to selectively release only those portions in their interest to do so as the State of Georgia and its Supreme Court has provided them the full military force and power of government to keep any details hidden and secret from public view. Obviously they have been made to look bad, so they are now selectively releasing a few tid bits for Mr. Johnson ( a good and honest journalist) to aid in their propaganda effort with. However, this is like talking to your teenager when he or she lied to you about his or her wherabouts when he or she was out all night and you are seeking to find the truth from him or her. Every parent knows how difficult or impossible this is without turning him or her against you for the rest of you life. A true investigation is where one independently seeks to confirm or deny information from a variety of sources or have scientific tests done independently, etc. The article also fails to mention if any duplicate scientific analyses were done on any of the hair or other samples to confirm the first ones. Evidently not. One can go on and on and on. Why could not two persons, one black, one white, for example, have had sex with her? This could have confused the evidence. The article also fails to deal with the basic issue of secrecy and why our Mayor and Ten Commissioners voted, in secret, with only secret discussions, for secrecy instead of openness. Why won't they talk about it all? What were they told by Chief Lumpkin, the county attorney and/or others, in secret about this case? After all, just because the Georgia Supreme Court ruled the case files to be secret, does not mean they could not release them; however they chose secrecy instead of openness. This case will likely never be prosecuted. Frankly it has had too much publicity now. The only remaining reason today for failing to open up this investigative file is to protect this government from embarrassment. Also, the Judge's son had one of the best defense lawyers in the county too, which also conflicted the investigation of him. |

Then, just like the federal judge did in the old case of the former education professor at UGA who refused to disclose his vote on the promotion committe, the judge placed him in jail until he decided to talk. The same thing could be done here. A distinguished individual like professor Dr. Henry Lee could be put in charge of this investigation and permitted to choose an independent citizens committee at his disposal with full powers necessary and a budget of about $ 4 million. This money could be obtained by shutting down the bus system in Athens. Anyone who refused to cooperate with his investigation and tell everything they know, including lawyers, would simply be placed in jail until they decide to talk. Everything would be public so nothing could be withheld from them at any time. Then we might get to the bottom of this cover up of murder behind the bus station in Athens Clarke County, Georgia seventeen years ago today. |

"Citizens need moles to find out the secret activities of the Athens Clarke County government when they hold secret meetings preventing citizens from attending with the full military force and power of government at their disposal, while the local police chief, the local county dupe attorney, the local corrupt GBI and perhaps other secret witnesses, all testify to them, in secret, why they must keep the Jennifer Stone Murder investigation (murdered and sexually assaulted behind the bus station in downtown Athens April 23, 1992) cover up under secret wraps, and appeal the earlier decision of the Georgia Court of Appeals contradicting the lies of the police chief and directing them to open the files and declaring the case no longer active, to the Georgia Supreme Court which aided them in their secret corruption. Keep in mind folks that none of the original detectives or even police commanders even work at ACCPD now. Most are retired or work elsewhere.
The current administration however is NOT actively investigating the case. The cops know who committed the murder, they have a suspect, but they dont have enough evidence to arrest him/her. They are keeping it open so that they dont reveal who the suspect is or their evidence so far. No its not active, but yes it should remain open becuase they might get more evidence or a good tip in the future. All these weird conspiracy theories are stupid, its simple, they have a suspect and always have, they just dont have enough yet to arrest him/her. |
