I too work at a Simon Property in California as an assistant director. The mall management has no clue on how to deal with the public. Theire head is at the "I just want the tenant to pay their rent".
As for the D-3 system it is a joke. It takes away from our staff from their job duties of observe and report.
The client "Simon" has no clue on laws, for instance they do not allow animals in the mall. One time a dog was spotted with its owner. Our security employee asked if it was their "PET". The customer replied no its a service animal. Seconds later our client general manager spotted the same dog and approached our employee. Our employee reported it was a service animal. Our client was furious because our employee wouldn't tell the customer to leave. The client was like "Its a tiny dog thats not a serice animal". In california and many other states once its reported a service animal you cant do an dam thing. Its not reqired to have paperwork, tag and/or vest identifing it as a service animal.
Needless to say our client its a complete joke. Its they are more worried about security wear those funking looking hats like in Mall Cop verses major crimes against the public.
As for shoplifting we only assist the tenant,. if the suspect runs we dont chase. I am not going to chance our employees injuring themselves or other people in tghe mall.
We use OC and handcuffs at our facility. when it come to safety we will handcuff shoplifters if their adults upon the tenant loss prevention agent escorting the suspect back to their tenant store. If the tenant says they dont want the suspect or suspects handcuffed we have our officers leave. Again, we will not put our staff in danger.
Simon is a good place to work for but their VP's and regional managers need to re-train and dismiss their management staff.

It is the Simon Group that does not care. They bought out The Mills Group and cut security immediately. They do not care about safety only perception. Stand guards at visible locations so they are seen. Assaults occur outside public areas but this is not important. If they can cut enough hours, they can absorb a fair number of lawsuits a year and still make a profit. I resigned because I could not longer guarantee safety.

IPC is the worst company ever and is involved in so many lawsuits that most profitable safe companies don't choose thier problematic culture of bad business. IPC is racist and is owned by a lawyer and ex federal agent and is involved in shootings on clients properties and the weapons aren't registered and shootings are gang related. Even thug malls in Miami and Atlanta don't want them. There is currently a massive investigation into the culture of the company! The company has had problems with a married in the closet homosexual director harassing people who don't Respond to the sexual advances.
