I'm gonna say yes it is legal. There are cameras everywhere, grocery stores, intersections, gas stations, the tollways, "high-crime areas", on people's homes... and the list goes on and on and on...

no it is illegal without your permission those cameras are mostly done by law enforcement agencies. And handled professionally. I WONDER WHO IS WATCHING AND WHY AND WHAT CAN HAPPEN TO MY PICTURE. I HATE THEM START WEARING HATS.

It was posted by Chris Irving but it didn't say why, other then the van parked on the sidewalk. How long was it there? Did he call the police? What was going on in his vehicle while he took the video?

There are cameras in eisenhower high school that only police dept can view. but in this day in age one hand washes the other to see what happens behind closed doors

Parking on sidewalks and parkways is illegal, parking in parking lots or driveways is where parked vehicles belong.

It is legal. If you are out in public you have no expectation of privacy. You do not need permission. As for the van, instead of just filming it why wouldn't you just call the police and have them write a ticket.

Court proceedings, interviews, video cameras in council meetings are legal, or it would not be allowed. There are no known regulations regarding cameras or video in public.

If you or your property are in public, where anyone could see with their own eyes, then it can be recorded. Someone can walk up to your house, as long as they stay off your property and record your house from the sidewalk. Only audio recording is illegal in Illinois. Most other states don't even have that in public. Cameras are everywhere that have nothing to do with law enforcement. Do you think every camera on every store you go to are law enforcement? Those are put up by the store owner. Anyone with a cell phone holding it up recording anything they think is worthy, all the time.

I'm pretty sure all those things are illegal, except maybe predatory behavior because the term behavior is kinda vague, and so is including revealing other people's personal information. Unless you got the information illegally, or used it with criminal intent.
I guess, for example, if someone was employed in a position where the employer and the customers relied on their maturity and integrity, and they were trusted with sensitive personal information like financial information which could be used in criminal activity. Then they recorded the information and shared it with others, that might be illegal. It would definately a violation of trust between all the customers and the employer, and any other organization or trusted position that person may hold.
