FIREARMS CHARGES

On Nov 7th charges including Persons not to Possess a Firearm, Manufacturing of a Controlled Substance, Possession of Marijuana and Possession of Paraphernalia were filed against Michael Pier, 51 yrs old of the 800 block of Rabbit Run Rd. Mr. Pier was arraigned by District Justice Leo and bail was set at $50,000/unsecured. The charges stem from a search warrant that was served on the residence after an incident on Nov 2nd.

A residential neighborhood in Blue Bell was locked down by authorities for about three hours on Wednesday afternoon for what Whitpain police have described as "a mental health situation."

Police blocked off the entrances to Wagon Road and Rabbit Run Road on the north side of Skippack Pike, preventing residents and school buses from accessing the neighborhood, as a force that included an armored tactical vehicle and multiple snipers took up positions on a street dotted with Cape Cod style houses and other small two-story homes.

Shortly before 5:00pm, a man was seen being taken into custody. Sergeant Cathy Penecale of the Whitpain Police Department declined to identify the man, saying that no charges were pending against him. Penecale said the incident was "a mental health situation" and that police would later issue a statement. Patch is withholding photos of the man taken into custody, pending receipt of the police statement.

It was not known what aspects of the situation prompted authorities to deploy a heavily armed force to the neighborhood, but a member of the county SWAT team who spoke on condition of anonymity told a reporter at the scene that police were serving a "high risk warrant" and that the subject they were looking for was "a bad guy."

It was clear from police radio transmissions that authorities spent much of the time at the scene attempting to determine whether the subject they sought was actually inside the house. Police attempts to reach the man by telephone were unsuccessful, and he did not respond to audible loudspeaker announcements of the police's presence. Remotely controlled cameras placed inside the home were also unable to immediately locate him.

Shortly after 4:30pm, authorities learned that the man was in the basement of the home. He soon emerged onto the first floor and surrendered without incident.
