Should applicants for government benefits be drug tested?

I agree that if people get government benefits they should be drug tested. If they start that people will find out that 90% of the people that get foodstamps and housing will Fail the test. Why should people that work have to keep up drug addicts. These people abuse the system. I believe that if you are going to get them you need to be tested with them watching them of course. I have heard of people using their childrens urine to pass probation urine screenings.
