In the middle of your rant there is a glimmer of brilliance, and I quote, "but within the limits of local and state law." If arrests were made then probable cause of a violation of said law was observed and if the owner faces liquor license violations or suspension then obviously he did not have the proper liquor license in hand. If no violations had occurred then nothing would have been done.
