So Diana Palacios is doing Bonds during her working hours. Even if she has a contract with the city shouldn't her duties as city manager come first.

I didn't read the Express-News and don't know what the cops did but I'm thinking it was nothing having to do with excellence. But if they are accused of something bad, shouldn't they be suspended? At least while the chief does his never ending investigations. Or, was the investigation done already?

Not to be rude, but I think you ought to start reading the paper, or at least mysa.com Acutally, I bet if everyone opened up their newspaper they'd stop relying on gossip and feed their minds with actual knowledge...and learn about events around the world. Anyway, I'll assume you just didn't read it today, but two cops were reinstated DAYS after being jailed for witness tampering and abuse of office. They got out on bond and it was through Diana Palacio's bonding company. and one of the cops has an arrest, but not a conviction, for indecency with a child, possesion of alcohol by minor, making a terrostic threat, and domestic violence. It's all in today's paper. |

Didn't this lady fire on of the city employees for supposely doing something else while still on the clock. I suggest if she wants to be an example she should set examples. This lady does not have any business trying to straighten and run this town, without doing the same to her family. Like the saying says "Un buen Juez comiensa por su casa" |

Jesse Balderas Sanchez and Carlos Ramirez were arrested Friday for allegedly pressuring witnesses not to cooperate in a Department of Public Safety investigation of the alleged misuse of a cell phone belonging to a prisoner. Balderas, 22, of Batesville, was charged with witness tampering, abuse of office and theft. Ramirez, 29, of Crystal City, was charged with witness tampering. The pair were at work soon after bonding out of Zavala County Jail. City Manager Diana Palacios, who owns the local bonding company they used, declined to comment on the matter beyond saying,“The only thing I can tell you is that it's under administrative investigation.” Police Chief Luis Contreras also declined to discuss the decision to put the two officers back on active duty. According to Zavala County Sheriff's Department records, Balderas has an arrest record dating to 2003 on charges of indecency with a child, possession of alcohol by a minor, making a terroristic threat and domestic violence. A check of county and district court records, however, did not reveal any convictions. David Englert, a supervisor in the enforcement unit of the Texas Commission on Law Enforcement Officer Standards-Education, which licenses peace officers, said the agency does not collect criminal histories of applicants. “An arrest would not necessarily keep someone from being licensed. A conviction or a deferred adjudication could,” he said. “We set the minimum standards, and the local agency is supposed to do the background check and determine the subject's moral character and fitness for duty.” He said state records show that Balderas was issued a license in November and is commissioned as a reserve officer with the Crystal City police. |

Thanks for the information. I don't necessarily rely on gossip and please don't assume that because many of us do miss the paper once in a while. I am a graduate student,have a job and simply have too much work. I am studying history and philosophy. Once in a while,I get on topix to hear about CC since I lived there for 5 years during my youth. |

As far as abuse goes I am of the opinion that children should not be told that this person or that person is to be trusted since there's bad apples in all careers and positions. Children have been abused and even killed by their own parents. All in all, we have to call the police officers sometime and in most cases,they will help. |

I apologize again for coming across as rude. That's why I said that I assumed you'd just didn't read it today. But really, don't you also think that if everyone just read the paper it would open up their eyes and mind to all that's going on in our area and in the world. I know this is off the subject, but I wonder what percentage of 14 year olds know who the vice president is and who are the two front runners for the presidential election. If i were a teacher I'd require my students to read the paper everyday ...I had a teacher do that once and it really boggled my mind how much I didn't know. Back to the subject of the cops, the thing about that one officer's arrests is that that's all they were, arrests. He was never convicted which means there's still perversion inside his slimy mind. Yuck. |

You know the newspaper does not have all the facts. The Sheriffs Dept. just printed out there side to make the CCPD look bad. But when the whole truth comes out your going to realize why these officers were wrongfully arrested. Talk about eye for an eye Sheriffs Dept. Good concept, wrong tactic!!

Well said "eye on her" That"s what we are taught while growing up to to lead by example, for a so called educated woman she sure has messed alot of things and still has the gull to look down at people. She might not be able to control her "children"(25 year olds) since they are adults. But she should be able to perform her duties as a "City Manager" so forth not making are town a laughing stock. |

Thanks for the posting. Appreciate it, I hadn't seen it. We should be concerned with the reinstatment. How can we tell our children to feel safe amoung law enforcement officers when some of them have this history. |
