If you look at the national grid Shutesbury and Orange have more people with out power. Yet no one has said anything about these 2 towns. Why do the small towns get over looked all the time? Are to far out for your crews to go and see just how back they are?

According to Wikipedia, Orange has a population of 7,500 people, as of the 2000 census. Shutesbury has a population of 1,800.
Blandford has a population of 1,200.
Seems to me the smallest town DIDN'T get overlooked, for once.
