Apparently the laws we already have on the books are ineffective? And how exactly will creating a new one resolve the alleged issue?

The laws are ineffective because you get lawyers doing end runs around them...

Point is though that new laws won't resolve an issue, only enforcement will. And if enforced properly, there is little need to change a law, perhaps tweak here and there but the way we do it simply creates a worse mess.

Some are by choice, others not by choice, but they are and another set of laws or stiffer penalties will not address the issue.
